Job Description

A. JOB SUMMARY

Responsible for coordinating the Human Resources Program of the organization, including recruitment and placement, promotion, benefits, training, organizational development and assist in performance evaluation.

B. SPECIFIC DUTIES & RESPONSIBILITIES:

  1. RECRUITMENT, SELECTION & PLACEMENT
  2. 1. Supervises recruitment process, including conduct of preliminary interview for all positions.
  3. 2. Collates interview results and provides recommendations to requisitioning Department Head based on qualification met.
  4. 3. Finalizes with Management Matters related to the salary and benefits offer to applicants, including terms and conditions of employment.
  5. 4. Updates manpower listing of all companies monthly, or as often as required.
  6. 5. Reviews manpower requirements set against approved budget for the year.
  7. 6. Schedules and conducts orientation for newly hired employees (office based and Production/Delivery employees)
  8. 7. Ensures government reportorial requirement for newly hired employees are complied with.
  9. 8. Conducts exit interviews as required.
Benefits (Mandatory & Company Sponsored)
  1. Oversee the administration of benefits for various employees request on claims, loans and other benefits for SSS, Phil Health & HDMF.
  2. Ensures that application of government benefits are properly followed accordingly.
  3. Reviews guidelines on benefits administration and recommends any changes or improvement.
  4. Oversee implementation of vacation and sick leave credits.
Wage & Salary Administration
  1. Assist Department Heads regarding concern on staff rates and other salary history.
  2. Maintain Salary History files of all employees (except officers) and updates such as necessary.
Employee Relations

Consults with HR Manager in all Admin. & Legal cases and ensures all documentation of ongoing cases are intact. Ensures updates on Labor Laws and other mandatory laws are secured through DOLE and other government agencies.

Performance Evaluation

Ensures implementation of Performance Evaluation review of employees as schedules. Assists other department regarding performance review of semi-annual regular employees every five (5) months for project employees.

Training & Development

Confirms approved external training of office staff as required. Assists in in-house training for office staff and Production/FPS personnel (e.g. GMP, 5'S Food Safety Management, and Food Handling) at least once every three (3) months.

Personnel Records

Responsible for the formulation and implementation of personnel policies, plans, direct and coordinates the activities of the Human Resources Department. Authorized to approve procedural manual in administration and HR as consulted to Corporate HR & Admin. Manager. Authorized to approve circular or memoranda related to the administration and HR as coordinated with the Corporate HR & Admin. Manager. Direct staff on filing of all personnel records, including records management of inactive/active 201 files, government files applications among others.

Department Budget

Prepares and recommends budget of Human Resources Operations.

Organizational Relationships
  1. Supervision Received – Under the direction of the HR Manager
  2. Supervision Exercised – HR Assistant, HR Generalist
  3. Internal Relationship – Coordinates with all department
  4. External Relationship – Coordinates with Third Party Manpower Service Provider
Qualification & Competencies Required
  1. Must be a graduate of any 4 year course preferably BS or AB Psychology, Behavioral Science Graduate or other related course.
  2. Must have at least three (3) years' experience in various HR Functions, head experience of at least one (1) year required.
  3. Must have basic training in personnel development, preferably with orientation in manufacturing industry and familiarity with ISO/FSMS requirement.
  4. Strong computer skills, particularly MS Excel and Power Point.
  5. Ability to balance multiple priorities, work to deadlines and work well with others in accomplishing objectives able to work under pressure, well developed interpersonal skills.
