Plan International Pilipinas, a dedicated development and humanitarian organization, is looking for a Monitoring, Evaluation, Research and Learning (MERL) Officer to be a vital part of our high-impact project. The Opportunity: BABAE Project We are seeking a MERL professional to join us on the BABAE Project: Repair and Refurbishment of Birthing Facilities . This initiative addresses urgent health disparities and limited infrastructure in newly established municipalities, focusing on: Repair and refurbishment of essential birthing facilities. Community organizing and inter-village health cooperation. Deployment of skilled health personnel (midwives and doctors). As the MERL Officer, you will ensure the project achieves its desired outcomes by providing technical leadership on our project’s Monitoring, Evaluation, Research, and Learning framework. Your expertise will directly translate into evidence-based programming that strengthens women's health and safety in vulnerable communities. Key Responsibilities You will be the engine that drives accountability and learning for the BABAE Project. This includes: Developing and implementing the project’s comprehensive MERL plan. Leading the development of the project baseline data in coordination with the implementing partner. Maximizing the M&E framework to capture, analyze, and report relevant programme information efficiently and ethically. Tracking and analyzing the progress of project implementation (work and financial plan). Preparing high-quality progress reports and analysis to inform strategic decision-making and project modifications. Providing essential guidance to staff and partners on situation analysis, planning, and evaluation processes using appropriate participatory and gender-responsive methods. Do You Have What It Takes to Make a Difference? We are looking for dedicated Filipino professionals based in the Philippines who meet the following essential criteria: Education: A degree in Social Science, Statistics, Social Work, Community Development, or a related field. Experience: A minimum of 5 years in development work. At least 3 years of specialized experience in conducting research, planning, developing, and managing Monitoring and Evaluation for community development projects, especially those involving women, girls, and boys. Skills: Excellent verbal and written communication skills, with a proven ability to work effectively with diverse stakeholders. Training: Relevant training in Project Management, participatory research, and M&E methods. Commitment: Must be open and able to conduct frequent fieldwork in the project's coverage areas in BARMM.
