Organizational Context and Scope

The Immigration Health Program Officer (BRIGHT-BARMM) reports to the Chief Migration Health Officer and works with the Head of Cotabato Sub-Office and MHD Regional Thematic Specialist. The incumbent will manage and coordinate the KOICA-funded five-year migration health project “Building Resilience through Inclusive Governance and Healthcare Transformation in BARMM (BRIGHT-BARMM)” with the aim of improving health outcomes for vulnerable and mobile populations in BARMM, aligning with national and global health standards.

Responsibilities
  • Manage, coordinate, and ensure timely project implementation, including oversight of technical, programming, and financial/administrative aspects in line with IOM policies and donor requirements.
  • Oversee quality public health technical approaches and provide strategic and technical guidance to project activities and partners, including the Ministry of Health.
  • Monitor progress, promote quality and efficiency, and address implementation challenges promptly.
  • Supervise project staff and ensure coordination of multidisciplinary teams (public health, medical, community health).
  • Ensure strict quality control across all technical assistance and health services delivered to beneficiaries and stakeholders.
  • Prepare or guide progress reports and ensure information exchange among IOM, KOICA, BARMM MOH, and other stakeholders.
  • Guide strategic direction and planning of the project, organizing meetings with IOM, KOICA, BARMM MOH, and stakeholders.
  • Maintain coordination with government entities, UN agencies, and CSOs to align with priorities and synchronize with stakeholders’ initiatives.
  • Coordinate with the M&E Unit to implement MEAL mechanisms across technical assistance and services.
  • Coordinate with the Communications Unit to ensure visibility of project activities, including success stories.
  • Identify gaps and opportunities and contribute to project development for health programs in Mindanao, particularly BARMM.
  • Coordinate technical training for IOM staff, consultants, and implementing partners as needed.
  • Ensure compliance with global and institutional health standards in collaboration with regional and global offices.
  • Provide periodic updates to the Chief Migration Health Officer and Head of Sub-Office and ensure compliance with IOM policies and Do-no-Harm/Conflict-Sensitivity principles.
  • Undertake duty travel to support the program and perform other duties as assigned.
Required Qualifications and Experience

Education

  • Master’s or advanced university degree in Medicine, Nursing, Community/Public Health or related field with five years of relevant experience; or
  • University degree in the above fields with seven years of relevant experience.

Experience

  • Operational experience in public health programs for marginalized populations, especially displaced and migrants in conflict-affected or fragile contexts.
  • Experience in program development, resource mobilization, management, reporting, and M&E, including evaluating health programs and protocols.
  • Experience in migration-health programs (migration health in crisis operations, health system strengthening, SM/ARH, GHS).
  • Experience managing KOICA-funded projects.
  • Experience with IOM/UN system is an advantage; experience with transition and recovery programming is an advantage; Philippines context is an advantage.

Skills

  • Knowledge of national and international health agencies, donors, and organizations.
  • Knowledge of health systems, including governance, financing, data/information; SM/ARH; and GHS.
  • Knowledge of health facilities and services standards.
  • Excellent stakeholder management and ability to lead multidisciplinary teams.
  • Familiarity with health issues in the Philippines, especially in Bangsamoro.

Languages

IOM’s official languages are English, French, and Spanish. For this position, fluency in English and Korean is required (oral and written). Knowledge of another official UN language is an advantage. Language proficiency will be assessed during the selection process.
