The position is designed to support Group IT in strategic procurement for Infrastructure across the group. The role involves close collaboration with Group IT stakeholders to develop the Sourcing strategy and execution of RFX for Network, Cloud Computing, Datacentre, Middleware and Cyber Security solutions.
The role requires to have the ability to analyse spend data, work closely with stakeholders, and develop strategic sourcing initiatives. Experience in functional and design-to-cost, as well as knowledge of the vendor ecosystem in APAC is advantageous. Effective communication skills in English are essential for engaging with international stakeholders. Additionally, the candidate should be capable of implementing a Tiered sourcing approach to accommodate the vast retail spectrum covered by DFI group
The challenge is to:
- Supporting the Head of Procurement to deliver a saving plan from medium to high value and medium to high complex procurements
- Delivery strategic procurement and support delivery of procurement change projects.
- Find opportunities to lower the cost base
- Strategic sourcing: Ability to develop a sourcing strategy and engage senior stakeholders in Group IT and Markets to get buy-in.
- Develop a tiered sourcing strategy at 3 level: DFI China, DFI Large markets like Hong Kong and Singapore, and DFI Southeast Asia Markets.
- Factor a Total cost of ownership approach and anticipate the implications related to support and to Maintenance optimization for each.
- Engage and work with multiple stakeholders across APAC to ascertain business needs and identify risks and issues.
- Developing Quarterly category plans and identifying risks, issues and opportunities to generate improvements in the business operations including analyzing spend data and budgets, contractual commitments
- Conducting market research on the Infrastructure procurement sub categories
- Developing and reviewing business cases
- Gathering and analyzing internal spending and supplier performance data
- Direct engagement with the stakeholders will require occasional travels to Hong Kong, and the other markets in the region.
- Lead & directly manage the delivery of strategic procurement projects including:
- Agreeing appropriate procurement strategies including negotiation strategies e.g. face to face / e-Auctions
- Agreeing appropriate contract terms and commercial schedules for the procurement project
- Drafting and/or quality assuring tendering documentation
- Launching procurements via the e-Sourcing tool
- Agreeing evaluation approach and educating stakeholders on evaluation methodology
- Conduct contract negotiation and support the drafting
- Contract award including managing the Docusign process and storing contracts on our Contract Database
- Agree appropriate contract management approaches for procurement projects and assess supplier performance, promoting continuous improvement and innovation
- Complete the appropriate governance processes e.g. Non-Trade Procurement panel or ITEC for projects over $100k USD
- Ensure integrity and ethics are sustained throughout the procurement process
- Ensures compliance to procurement KPI’s
- Supporting the completion of Non-Trade Procurement reporting including:
- Saving tracker and saving approvals
- Ensures compliance with legal, regulatory and security requirements e.g. Cyber Security.
- The position might require in the future the management direct or dotted line of a small team and management of resources in the local markets, promoting the DFI Retail and the Non-Trade Procurement values, promoting knowledge sharing and providing the team members with important business information, coaching and guiding them on their career journey to help them succeed in their role.

Required Qualifications
- 10 years’ procurement experience in IT.
- Ambition to continue to develop a career in procurement
- Experience of working in teams and able to follow end to end procurement process and work independently.
- Strong attention to detail and strong numeracy and analytical skills and a good problem solver
- Pro- active, self-motivated, well-organized, efficient and ability to work under pressure.
- Achievement and goal oriented with good organization skills, ability to manage multiple activities simultaneously
- Leadership behaviours and skills
- Strong computer literacy skills with excellent MS Office skills.
Good To Have
- CIPS member
- Experience of working in a procurement team and/or in a retail and multi-market preferred
- Language in English, Cantonese and Mandarin
