Designated Person Ashore (DPA) The Designated Person Ashore (DPA) is a critical leadership role responsible for ensuring the effective implementation and continuous improvement of the Company's Safety Management System (SMS) across its fleet of vessels. The DPA acts as the primary link between the shore-based management and the seagoing personnel, providing guidance, support, and oversight to promote a strong safety culture and compliance with all relevant international, national, and company regulations. This role requires a deep understanding of maritime operations, safety regulations (including ISM Code), and effective communication and leadership skills. Safety Management System Implement a robust Safety Management System (SMS) in compliance with relevant international, national, and company-specific regulations and standards. Maintain and ensure the effectiveness and order of the SMS. Through the SMS, promote and cultivate a strong safety culture throughout the organization. Overall in charge in reviewing the revisions made in the SMS manual. Respond to marine protests. Risk Assessment and Management Conduct thorough risk assessments for vessel operations Identify potential hazards, and develop and implement appropriate risk management strategies to mitigate them Compliance Stay up-to-date with all applicable maritime laws, regulations, and industry best practices. Ensure compliance with applicable regulations and establish mechanisms for monitoring, assessing, and reporting non-compliance issue Incident Investigation and Reporting Lead investigations into accidents, incidents, and near-misses, determining root causes and developing corrective and preventive actions. Ensure accurate and timely reporting of all incidents to regulatory authorities and other relevant stakeholders. Communication and Coordination Collaborate closely with vessel personnel to ensure effective implementation of safety policies and procedures. Training and Education Develop and implement training programs to enhance the safety awareness and competency levels of seafarers and shore-based staff. Provide guidance and support in crew training and certification matters. Documentation and Record-keeping Establish and maintain an efficient record-keeping system for all safety-related documentation, reports, and records, ensuring they are easily accessible and properly maintained. Land based and shipboard Audit Ensure the proper adherence and implementation of the audit section of the SMS. Plan, schedule, conduct internal audits, verification Train internal auditors if needed Requirements Educational Qualifications: To have a minimum of formal education within a relevant field of management, engineering or physical science; or STCW qualification and seagoing experience; or other formal education Experience Level: With at least 1 yr of DPA experience or at Least 2 years of onboard experience. Skills and Competencies: Proficient in DPA functions and understanding of maritime laws and regulations. Qualities and Traits: Strong leadership abilities and excellent communication skills. License/Certification: DPA Training Course Incident Investigation, Risk Assessment ISM, ISPS, MLC Internal Audit Course Working Conditions: Willingness to work in various maritime environments, including on-board ships and offshore facilities.
