Overview

JOB OBJECTIVE: Responsible for the development of process and metrics that support the achievement of the organization’s business goals.

The Human Resources Manager originates and leads Human Resources practices and objectives that will provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce. Promote the 7 corporate values: Excellence, Customer Dedication, Professionalism, Honesty and Integrity, Respect, Teamwork and Communication, and Sense of Ownership.

Responsible for the coordination and implementation of people-related services, policies, and programs through Human Resources staff; reports to the President & CEO; assists and advises company managers about Human Resources issues and concerns.

Oversee the administration of the day-to-day operations of the Human Resources Unit. Responsible to carry out various areas of HR such as departmental development, HRIS and payroll system, employee relations, training and development, benefits and compensation, job recruitment and on-boarding, employee safety, welfare, wellness and health and a superior personnel.

Work Setup and Schedule

Office Based/ 9am - 6pm Monday to Friday

DAILY
  • Oversees day-to-day concern of employees
  • Oversees the implementation of Human Resources programs and identifies opportunities for improvement and resolves problems.
  • Oversees and manages the work of reporting Human Resources Assistants and encourages their ongoing development.
  • Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce
  • Manages the processing of job openings for the company, evaluation of duties and responsibilities attached to the job and determination of specific requirements/qualifications of prospective employees.
  • Manages and oversee payroll processing
  • Manages proper coordination on the processing of TSC/Travel Request Form
  • Ensure proper implementation of TSC/Travel policy
  • Assist line personnel (supervisors, unit heads, department heads) in implementing administrative/HR policies and program.
  • Ensure the maintenance of updated 201 File of employees
  • Partners with management to communicate Administrative, Human Resources policies, procedures, programs and laws.
  • Oversees monitoring of compliance with administrative policies (dress code, time-keeping, break-periods, etc.)
  • Facilitates, coordinates and recommends training needs for technical and non-technical trainings.
  • Conducts counseling and assists individual employees in solving problems which affect their general morale and efficiency likewise recommends appropriate solutions and actions to promote sound employee management relations.
PERIODIC: (Monthly, Quarterly, Yearly)
  • Designs, directs and manages a company-wide process of organizational development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design and change management.
  • Identifies and monitors the organization’s culture so that it supports the attainment of the company’s goals and promotes employee satisfaction.
  • Keeps the President & CEO and the management team informed of significant problems that jeopardize the achievement of company goals, and those that are not being addressed adequately at the line management level.
  • Develops and monitors an annual budget that includes Human Resources services, employee recognition, company events, corporate social responsibilities and benefit administration.
  • Conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.
  • Lead the development of unit goals, objectives and systems. Provides leadership for Human Resources (strategic) planning.
  • Establishes HR unit measurements that support the accomplishments of the company’s strategic goals.
  • Develops and administers programs, procedures and guidelines to help align the workforce with the strategic goals of the company.
  • Participates in management and company officers’ meetings and attends other meetings and seminars.
  • Recommends Human Resources policies and objectives for the company on any topics associated with employee relations and employee rights.
  • Utilizes the HRIS system to eliminate administrative tasks, empower employees and meet the other needs of the organization.
  • Manages and direct the periodic review of employee’s performance for purpose of regularization, promotion and other personnel movements. Ensure timely release of performance review, confirmation and issuance of corresponding memo.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
