OBJECTIVES OF THE PROGRAMME The RMNCAH and Nutrition programme provides technical support to the Department of Health (DOH) in strengthening its capacity to effectively provide evidence-based policies and programmes; advocate and engage in strategic partnership and collaboration; and monitor the implementation of the RMNCAH Strategy and other related strategies to achieve the country's goal of reaching Sustainable Development Goals (SDGs) 2030, anchored with the National Objectives of Health. DESCRIPTION OF DUTIES Under the supervision of the Health Systems Coordinator, the incumbent will perform the following functions: Provide technical support to the programme area of RMNCAH in the Philippines and support counterparts in the DOH in the successful implementation of national RMNCAH programmes and relevant public health policies. Analyze and do research on RMNCAH topics to contribute to the development of public health programmes and activities. Participate in the drafting of various RMNCAH guidelines and propose input on a plan of action for existing public health policies and activities. Assist in the monitoring of work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities. Analyze information on best practices in RMNCAH activities and report findings to the Responsible Officer. Participate in capacity building in the area of RMNCAH activities and initiatives. Participate in community outreach activities concerning RMNCAH topics and activities. Contribute to the drafting of related reports and acts as a focal point for the area of RMNCAH. Perform all other related duties as assigned. REQUIRED QUALIFICATIONS Education Essential : University (or higher) degree in medicine, or public health, with a specialization in pediatrics, obstetrics, or reproductive health or a similar field of relevance to the position profile. Desirable : Advanced university degree in medicine, public health, or a closely related field. The list can be accessed through the link: Experience Essential : At least two years of relevant experience in developing and managing RMNCAH programmes. Desirable : Experience in working with the Department of Health and other relevant partner agencies/institutions on RMNCAH program and/or policy formulation for RMNCAH at the national level. Experience in working with international organizations. Experience in collaborative programmes. Experience in writing proposals, strategic papers and technical reports. Skills Sound knowledge of country-level situations with regard to RMNCAH systems development and management, with a good understanding of the relevant country’s needs, priorities, and policies, along with WHO’s policies, practices, guidelines, and procedures in the related areas, and the ability to apply them in the country office setting. Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems. Ability to work strategically with the Department of Health, UN agencies/NGOs, and other partners in forming, reviewing, and revising policies and objectives of the assigned program and activities. Interpersonal skills using tact, patience and courtesy. Good knowledge of RMNCAH systems and safety regulations. Proven knowledge of technical aspects in the field of specialty. Public speaking techniques. Excellent drafting and communication skills.
