OBJECTIVES OF THE PROGRAMME The overall goal of the WHO Country Office, Philippines, is to support health development by ensuring a functional health care system that has the capacity to deliver responsive quality services that are accessible, affordable and equitable for all populations of Philippines. The administrative unit supports the Country Office with all the administrative requirement needed to achieve WHO goals. DESCRIPTION OF DUTIES Under the supervision of the Operations Officer (OO) and guidance of the Head of the WHO Country Office, Philippines, the incumbent will carry out the following tasks: Provide routine technical support on the administration and operation of the Country Office’s Local Area Network (LAN), Wide Area Network and communication including hardware/software requirement, network protocols, information security measures and assist in system integration through multiple LAN servers and protocols. Implement and maintain backup of servers to ensure that they meet the minimum backup requirements in accordance with the backup policy for country offices; Coordinate with the Information Technology unit in the Regional Office the installation setup, implementation of and training for computer applications to facilitate workflow and implementation of technical programme, including standard office applications, e-mail services and regional applications (e.g. Plan of Action, Global Management System (GSM) and Imprest Account system) and other country office applications running in the country office LAN; Install, set up and assist in the configuration of new hardware and software in the Country Office and WHO supported projects in the country and certify compliance thereof with the standards and specifications set by the Regional Office; Assist on information technology training services leading to better use of IT resources by WHO through assessment of need; Assist with the assessment and evaluation of ICT needs in support of the Head of the WHO Country Office and national health programmes, and communicate results to the Regional Office for coordination and approval of action; Prepare and verify receiving reports of newly received data processing equipment for the Country Office and other WHO supported projects and dispatch them to the Regional Office; Perform any other ICT-related tasks as assigned by the Head of the WHO Country Office or the Regional Office Information Technology unit. REQUIRED QUALIFICATIONS Education Essential : Completion of secondary education with formal training in the area of informatics and communication technology. Desirable : Advance training in IT related courses including Microsoft Windows Operation System family and Microsoft Office Suite. WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United Nations Educational, Scientific and Cultural Organization (UNESCO). The list can be accessed through the link: Essential : Minimum of five years’ experience in computer operation/application, hardware maintenance/trouble-shooting and software support. Desirable : Experience in UN environment and other large organizations. Skills Good knowledge of microcomputer operation: working knowledge of Windows Operating Systems and Windows-based networking environment and Window-based Back Office server and desktop applications; Knowledge of basic telecommunications technologies and Internet-based protocols; Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct. REMUNERATION WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 837,571 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
