This position is in charge of supervising the procurement staff. It serves as the single-point of contact (SPOC) for the Procurement Operations Team and is responsible for overseeing procurement activities in compliance with set policies and procedures, ensuring reliable suppliers for critical requirements and avoiding stock-outs. The role leads and manages the overall procurement vision and direction to ensure total customer satisfaction.

• Supervise operational activities of the Procurement Operations team in support of the assigned business unit (BU).
• Initiate and coordinate with other department groups for opportunities to execute blanket orders and shared contracts, as deemed necessary.
• Agree with buyers on KPIs and expectations and provide catch-up plans for performance versus established goals on defined parameters/indices.
• Ensure all purchasing transactions comply with policies and standards as documented in applicable procedures.
• Accelerate day-to-day purchases; ensure all price canvassing and generated purchase orders are endorsed to approving authorities within the prescribed lead-time.
• Initiate and devise ways to increase the roster of qualified and reliable suppliers and contractors, including backups, for all critical requirements to maximize opportunities for cost-effective procurement.
• Scrutinize PRs received by Procurement Operations, ensure completeness and orderliness, and challenge questionable specifications with the PR requester prior to assignment to buyers.
• Review PRs assigned to buyers and approve the list of invited bidders.
• Provide regular prompt updates/reports to end-users and CSPO on status of overhauls, critical and urgent requirements.
• Perform, review, and analyze, attest to commercial analysis and challenge/validate technical analysis for requirements needing in-depth assessment and bidding results by direct reports.
• Prepare presentation materials and lead facilities meetings and weekly update meetings with different department groups on their requirements.
• Resolve and close issues encountered by direct reports with end-users and suppliers/contractors.
• Seek all possible avenues to maximize cost savings.
• Support all projects and regulations for safety, health standards and environmental protection.
• Ensure contractors are aligned with safety policies and guidelines, and that safety stipulations are clearly stated on the PO/Contract.
• Develop relationships with team and stakeholders and maintain open communication by sharing information, ideas and knowledge.
• Respond to price queries through advance canvassing for budgetary activities from Finance and end-users within SLA/timeline.
• Provide and accommodate audit teams with all purchasing documents and act as focal person during audit interviews.
• Where necessary, perform due diligence at supplier sites with the technical team prior to engagement or award.
• Perform special tasks as assigned and work with warehouse staff to monitor vendor delivery dates, address past due dates, and coordinate expediting actions with vendors.

• Train and supervise direct reports; ensure the team is aligned with new or revised policies and procedures.
• Monitor and coach direct reports to improve job skills and conduct annual performance reviews as required by management.
• Identify and recommend staff development, training and certification programs and other requirements for skills improvement and career development.

• Must be a graduate of a bachelor’s degree, preferably in Engineering.
• Possession of a professional license is an advantage but not required.
• With a minimum of two (2) years of professional experience in procurement or supply chain management, ideally within the power generation sector or other heavy industrial facilities.
• With at least one (1) year of experience in a supervisory or leadership role.
• Has participated in or contracted for at least one major procurement or supply chain project.
• Must be knowledgeable in purchasing policies and practices, particularly within the context of power plants or industrial operations.
• 1 vacant position available in Calauan, Laguna.
• May be based in Makati, but must be willing to travel onsite to Calauan as needed.
