JOB OVERVIEW: The Safety Officer III plays a critical role in ensuring a safe working environment on construction sites by leading the implementation and enforcement of health and safety policies, procedures, and regulations. This position is responsible for supervising site safety personnel, conducting hazard assessments, managing safety documentation, and ensuring compliance with local and international safety standards. The role requires both technical knowledge and leadership skills to foster a strong safety culture across all levels of the project team. JOB RESPONSIBILITIES: A. Safety Leadership & Compliance Lead the execution of the site-specific Health and Safety Plan. Ensure full compliance with national regulations (e.g., OSH standards), and client HSE requirements. Promote a proactive safety culture through visible leadership and engagement with workers and supervisors. B. Risk Management & Incident Prevention Conduct regular hazard identification, risk assessments, and site inspections. Implement control measures and ensure corrective actions are completed. Lead investigations of accidents, incidents, and near-misses; prepare reports and follow up on preventive actions. C. Training & Communication Conduct safety orientations and toolbox meeting for workers and subcontractors. Organize and lead safety training sessions in coordination with the HSE training team. Facilitate communication of safety issues through safety bulletins, meetings, and signage. D. Monitoring & Reporting Monitor and evaluate the effectiveness of safety systems and procedures. Maintain and submit safety reports, checklists, permits, and incident logs. Coordinate with relevant authorities and external auditors for inspections or compliance reviews. E. Supervision & Coordination Supervise and mentor junior safety officers and site safety personnel. Coordinate with project engineers, construction supervisors, and subcontractors to ensure integration of safety into all site activities. Participate in project safety meetings and planning sessions. JOB QUALIFICATIONS: A. Education & Qualifications Bachelor’s Degree in Occupational Health and Safety, Engineering, Environmental Science, or related field. Must hold a valid Safety Officer III certification from the relevant national authority (e.g., DOLE in the Philippines). Additional certifications (e.g., COSH, BOSH, NEBOSH, OSHA 30/OSHA 48, First Aid) are advantageous. B. Experience Minimum 5–7 years of experience in construction site safety management. At least 2 years in a Safety Officer III or supervisory safety role in a large-scale construction or infrastructure project. Proven experience in incident investigation, safety audits, and regulatory compliance. C. Skills & Competencies Strong knowledge of construction safety standards, practices, and regulatory requirements. Excellent communication and interpersonal skills; able to lead and influence workers at all levels. Detail-oriented with strong organizational and reporting abilities. Proficient in MS Office (Word, Excel, PowerPoint) and safety management software/tools. Physically fit to conduct site inspections and respond to emergencies. D.
