Job Description/Functions:

1. Plan, supervise, and coordinate the day-to-day and periodic activities of the section;

2. Assist in the periodic conduct of HR Planning or determination of the right number of people with the right skills and qualifications at the right time;

3. Provide technical assistance in the regular review and updating of job description of positions in the agency which includes identifying duties, responsibilities, reporting relationships, working conditions and supervisory responsibilities;

4. Provide technical assistance in the regular review and updating of job specification identifying job requirements in terms of education, training, skills, work experience and required personal attributes,

5. Provide technical assistance in the regular review and updating of the Agency's Recruitment, Selection, and Placement System, including the updating of the Agency's Merit Selection Plan;

5. Review, evaluate, and enhance the Agency's System of Ranking Positions;

7. Ensure adherence to the recruitment and selection process and the updating and maintenance of database of applicants and qualified candidates;

8. Conduct basic orientation for new entrants;

9. Conduct HR Audits and maintain monitoring mechanisms;

10. Ensure efficient system of payroll and leave administration;

11. Maintain the employees monitoring system focusing on compliance CSC rules and regulations on attendance, implementation of RA 6713, PVAO Code of Conduct;

12. Regularly update the agency's Personal Services Itemization and Plantilla of Personnel (PSIPOP);

13. Manage the Agency's Human Resource Information System;

14.Serve as Head Secretariat in various HR-related committees, such as the Promotion and Selection Board, CSRSCCCS, etc;

15. Perform other HR-related tasks as may be directed.
