Organizational Setting and Reporting Relationship

The role of Director General of the Budget, People, and Management Systems Department is located at our Headquarters in Manila, Philippines.

You will be reporting to the Vice-President (Administration and Corporate Management) and will be in charge of overseeing International Staff, National Staff, and Administrative Staff.

Your Role

  • Lead ADB's budget planning and management services functions, including the formulation and implementation of the overall budget, focusing on maximizing operational effectiveness and efficiency.
  • Manage ADB's workforce planning by analyzing and projecting staffing needs, continuously reviewing the organization's structure to align with Strategy 2030.
  • Supervise and implement reforms in ADB's human resource functions, covering recruitment, talent management, performance evaluation, and diversity initiatives.
  • Oversee the enhancement of staff well-being, promoting a healthy and sustainable work environment.
  • Facilitate relationship management and coordination with key stakeholders within the organization.
  • Keep Senior Management informed of significant developments and provide recommendations in your area of responsibility.
  • Lead the planning, implementation, and management of departmental budget allocation and work plans, ensuring the achievement of long-term goals.
  • Build and lead diverse teams, manage performance, and foster a culture of continuous learning and development.

Qualifications

  • Master's Degree in Management, Business Administration, Human Resources or related fields. In the absence of a Master's degree, a University degree and at least 10 years of relevant experience can be considered.
  • Minimum of 15 years of experience in areas such as operations of multilateral development banks, budget planning, human resources management in a senior role.
  • International experience working across different countries and a deep understanding of multilateral development organizations.
  • Demonstrated senior management experience in a large organization covering various regions and sectors.
  • Strong interpersonal skills to lead and motivate diverse teams, manage performance, and create an engaging work environment.
  • Exceptional communication skills in English, both written and verbal.

Additional Information

This is a fixed-term appointment for senior staff for a period of three (3) years. Open to both internal and external candidates.
