To review the project life cycle process of applications being developed, acquired and maintained from the initiation stage to project closure. This includes review of RFP, Project Plan, Work Breakdown Structure, BRD, Test Plan, Migration/SIT Plan and other documents for sufficiency/completeness as indicated in the operations manual of the ICTD departments and circulars being issued by government agencies

Duties and Responsibilities:

  • To conduct Post Implementation Review (PIR) to evaluate how successfully the project objectives have been met and how effective the project management practices were in keeping the project on track.
  • Review the policies, regulations and circulars being issued by the Compliance Office and various government agencies that affect information technology, convey the information to the responsible department in ICTD and monitor the action taken.
  • Liaise between the ICTD departments and auditors (internal or external) to ensure that observations are properly addressed and commitments are fulfilled.
  • To initiate and/or assist in the documentation and/or modification of procedures (found in either operations manuals or systems manuals) as a result of the implementation and deployment of new and/or modified system applications
  • Facilitate the process in determining the Root Cause Analysis on recurring issue raised by a Business Unit.
  • Recommend a 3-year Quality Assurance plan for approval by the ICTD Head and duly noted by the IT Steering Committee. The plan shall cover any or several of the following areas below and shall be reviewed/calibrated annually;

Ø Review of organization, function, manuals, forms and procedures of one or several Departments under the ICT Division.

Ø Post Implementation Review of Projects.

Ø Review of BIA and ITRA.

Ø Review of any other areas that may deem necessary to improve the quality of IT service.

  • Supervise and monitor the assessment and review activities based on the annual plan. The exact timing of each activity shall be approved by the ICT Division Head
  • The 3-year Quality Assurance Plan shall indicate the areas to be reviewed / assessed as well as the timing of the assessment (on a quarterly basis)
  • Provide a report of each assessment activity to the ICT Division Head and the concerned Department which includes observation and recommendation.
  • Devise the templates to be used for assessment and reporting akin to those being used in internal audits

Qualifications:

  • Bachelor Degree in Engineering/Information Technology/Accounting from a reputable school
  • 7 years' experience as Auditor preferably from a respectable financial institution; 3 years' experience as IT Auditor or IT Compliance in supervisory capacity.
  • Experience in process improvement/re-engineering is desirable
  • Quick learner and analytical; Meticulous, thorough in work, keen on details and diligent
  • Good communication skills. Highly motivated with good leadership skills
