Position Summary
• Essentially acts as the intermediate/transitional position to obtain the Supervisor title for Flight Dispatch team
• Shall be able to act as an OIC in the absence of the Supervisor
• Efficiently acts as a Duty Officer/team leader in the management of Flight Dispatch team on a shift basis
• Acts as a point of contact in coordinating with counterpart in Melbourne, Australia for handling of all disrupt, and out of the ordinary situations.
• To assist the team in gaining extra knowledge in terms of skills required for Flight dispatch 
• To perform Dispatch functions in accordance with Flight Dispatch Policy & Procedures


Duties and Responsibilities
Flight Planning
1.  Interprets & applies Aviation weather forecast (TAF, TTF, METAR) 
2. Interprets & applies Minimum Equipment List (MEL) from DDG Manuals.
3. Determine relevance of NOTAM & applies restrictions to flights.
4. Determine performance take-off weight and applies restrictions. 
5. Determines company approach minima with respect to forecast weather requirements, in particular to identify alternate/holding provisions that will be reflected in flight plan.
6. Identifies restricted area, military exercise, volcanic activity, cyclones and other phenomena & applies potential impact to the route of flight.
7. Determine standard and industrial tanker flights and applies required parameters to flight plans
8. Ensures nominated ETOPS and Non-ETOPS alternate airports are suitable for the period of possible use and satisfies the ETOPS and Non-ETOPS pre-dispatch weather criteria
9. Applies company fuel policy to generate and distribute computer flight plans accounting for all operational factors applicable to a given flight.   
10. Files, modifies and cancels ATS flight plan according to ICAO standards and NZ domestic regulations.

Operation of Systems 
1. Retrieves flight details & payload from IFDS system.
2. Calculates flight plan limitations and applies modifications using Navtech system
3. Publish computerized flight plans, NOTAM & weather briefing packages with required charts to flight crews
4. Plots weather systems and temporary flight restrictions in Flight Explorer to assist in the selection of the appropriate route.

Coordination & Communication 
1. Provides operational shift briefing within and in the next shift for team awareness with new and relevant information that imposes potential impact to flight planning
2. Maintains updates from Duty Coordinator & vice versa to inform irregularity in flights and imposes remedial action in the event of flight plan changes to minimize delay.
3. Maintains constant watch to operational changes and relays correct information or modification required pertaining to flights.
4. Jointly responsible with the Officers in decision making in terms of operational and technical matters arising in the course of flight planning.
5. Communicates to concerned parties to inform malfunction with the systems & executes immediate actions to minimize delay in releasing the flights.

Leadership 
1. Assists and monitors the Officers to ensure all tasks are carried out as required and directed. 
2. Ensures on-time delivery and accurate output of flight plans for any changes requested by client.
3. Provides manpower support in the event of emergency of associate within the shift or in the next shift to cover operational exigency.
4. Anticipates and resolves issues based on available resources in accordance to Flight Dispatch policy and with the best course of action that may potentially impact to flight operations.
5. Analyses adjustment or amendment in flights if required in accordance to company policy and procedures 
6. In the absence of the Flight Dispatch Supervisor and due to operational urgency, act as a delegate to implement modification of procedure if deemed operationally required while on shift.
7. Serves as an aide to Flight Dispatch Supervisor in formulating Administrative Procedures, Corrective, and Preventive Measures to maintain a level of quality service.
8. Is responsible in reporting irregularities, operationally and administratively to Flight Dispatch Supervisor within the shift covered
9. Ensures company behavioral standards are adhered to and referred to Flight Dispatch Supervisor as appropriate

Training 
1. Maintain currency and carry out necessary amendments of operational information/documentation as directed.
2. Conducts standardization, recurrency and training checks as required and directed
3. Coaches and guides new officers on-shift for accurate flight planning

Administrative 
1. Furnishes and maintains a copy of Duty Turn Over Sheet at the end of the shift for an effective hand over and continuity of relevant information related to Flight Dispatch
2. Prepares and completes Duty Sheet with the assigned flights in accordance with the procedures
3. Maintains Daily Operational Report for any issues captured during the shift, recognize each officer’s outstanding performance, discuss errors incurred and needs improvements as required.

 

Minimum Qualification (Technical, specific or unique to the job)
Functional Competencies

1. Must have achieve and maintain the level of expertise necessary to provide the full operational flight dispatch services as per Jetstar policies and procedures
2. Knowledgeable in Flight Planning and Airways Operations Control systems and principles
3. Highly experienced in using Navtech Flight Planning system, Integrated Flight Dispatch System, ROCADE, Flight Explorer and other Jetstar systems.
4. Must have experience in releasing international & domestic flight plans (ETOPS & Non-ETOPS) for all Jetstar aircrafts (A320/A321/A330/B787) of at least 6 months.
5. Proven ability to efficiently act as a team leader within the shift
6. Excellent in coordination and communication skills


License
1. CAAP FOO License, FAA or other Flight Dispatch Operations License is preferred but not required

Education and Work Background

1. Preferably has working experience in airline flight planning.
2. Has attended at least 8 hours of training in Leadership skills and/or related course/training.
3. Must have completed Initial JQ Flight Dispatch training course
4. Must have completed Human Factors training, Drug & Alcohol Management Awareness Course, and Fatigue Management as required by regulatory & company policy
5. Must have completed recurrence training/course requirements as defined by Jetstar & Qantas Group policy
