The Senior Finance and Accounting Manager - Corporate Treasury shall manage and oversee the company's liquidity while mitigating its operational, financial, and reputational risk. He/she oversees the trading in bonds, currencies, financial derivatives and associated financial risk management. He/she will handle special projects on process improvement, working capital optimization, automation, and fund management across Primer Group of Companies and regional affiliates.

The role includes establishing treasury governance policies, supporting strategic capital deployment, and ensuring compliance with financial and tax regulations. He/she will directly report and work closely with the Chief Financial Officer.

Duties and Responsibilities:

A. Cash Management

  • Manages investment of excess cash and fixes risk through hedging strategies and

transactions.

  • Leads liquidity planning and control covering currency, interest rate, and commodity risks.
  • Implements real-time cash visibility tools, oversees cash pooling structures, and improves cash conversion cycle across entities.

B. Fund Management

  • Acquires financial resources through internal and external sources, including working capital management and conversion to cash.
  • Allocates funds across operating units, projects, and investment opportunities.
  • Formulates and implements financial strategies, expense control policies, and negotiates with banks and lenders.
  • Maximizes return on capital through investment structuring and fund deployment with safe, liquid, and high-return instruments.

C. Bank and Credit Management

  • Assists in securing credit facilities for Primer companies and their regional operations.
  • Manages leverage and credit rating of the Primer Group.
  • Oversees and maintains relationships with banks, financial institutions, and capital providers.
  • Manages Letters of Credit, foreign exchange transactions, and credit instruments to ensure liquidity and profitability.

D. Treasury Strategy & Governance

  • Develops and implements overall treasury strategies aligned with corporate goals.
  • Establishes and updates treasury governance policies and frameworks across all regions.
  • Coordinates with Finance, Legal, and Tax on intercompany transactions, fund flows, and compliance with transfer pricing.

E. Risk and Compliance Management

  • Identifies, measures, and mitigates financial risks including FX, interest rate, and counterparty exposures.
  • Ensures adherence to tax, regulatory, and audit requirements in treasury operations.
  • Implements controls and automation for improved accuracy, reporting, and compliance.

F. Treasury Analytics & Reporting

  • Oversees preparation of treasury dashboards and financial performance reports for management.
  • Monitors KPIs such as DSCR, cash conversion cycle, cost of funds, and working capital ratios.
  • Leverages analytics tools and systems for decision support and treasury optimization.

G. Regional and Multi-Entity Treasury Oversight

  • Designs and oversees intercompany cash pooling, funding, and repatriation strategies.
  • Coordinates treasury processes across subsidiaries in PH, SG, MY, and Indo.
  • Advises regional teams on hedging, regulatory limitations, and capital structuring.
