Purchasing Manager

The Purchasing Manager reports to the AVP of Shared Services. They will be responsible for overseeing the acquisition of all goods and services a company needs to operate efficiently and cost-effectively. Their primary goal is to manage the end-to-end procurement process, ensuring that all materials, supplies, and services are acquired at the right quality, price, and time. This involves sourcing and evaluating new suppliers, negotiating contracts to secure favorable terms, and maintaining strong, mutually beneficial supplier relationships. They're tasked with developing and executing strategic purchasing plans that align with the company's financial and operational goals, analyzing market trends to forecast demand and mitigate supply chain risks, and monitoring inventory levels.

JOB RESPONSIBILITIES

Strategic Leadership & Team Management

• Manage, mentor, and lead the entire purchasing department staff. Oversee daily operations, delegate tasks effectively, and ensure high levels of team productivity and morale.
• Set clear performance goals for team members, conduct regular performance reviews, and identify training and development needs to enhance departmental skills.
• Develop, implement, and enforce standardized procurement policies, procedures, and best practices across the team.
• Serve as the primary point of contact for procurement matters, collaborating closely with Senior Management, Finance, Project Management, and Operations teams.

Procurement Strategy & Execution

• Develop, implement, and manage comprehensive purchasing strategies for construction materials, building maintenance supplies, equipment, and services, ensuring the best value, quality, and delivery terms.
• Identify, evaluate, and qualify new suppliers and subcontractors. Maintain strong, ethical, and mutually beneficial inter-organizational relationships with existing suppliers to ensure reliable supply, favorable pricing, and performance compliance.
• Lead the negotiation of high-value purchase agreements, contracts, and service level agreements with vendors and subcontractors to secure competitive pricing and favorable terms.
• Collaborate with project managers and finance teams to forecast material needs, establish procurement budgets, and monitor expenditure to ensure projects and maintenance activities stay within financial limits.
• Oversee inventory levels for commonly used maintenance supplies and manage the logistics of timely delivery of construction materials to various job sites.
• Ensure all purchasing activities comply with company policies, legal regulations, and safety standards. Identify and mitigate supply chain risks.

Required Qualifications & Skills

• Significant industry experience in construction or building maintenance is required.
• Minimum of 7-10 years of progressive experience in purchasing or supply chain management, with at least 3 years in a leadership/management role overseeing a purchasing team.
• Deep understanding of construction materials, equipment specifications, building systems (HVAC, electrical, plumbing), and maintenance service contracts.
• Bachelor's degree in Supply Chain Management, Business Administration, Construction Management, or a related field.
• Proven ability to lead, motivate, coach, and develop a high-performing procurement team.
• Excellent inter-organizational relationship skills are mandatory. Must be highly adept at communication, diplomacy, and collaboration to build and maintain effective working partnerships with vendors, subcontractors, internal departments, and senior management.
• Exceptional skills in contract negotiation, cost analysis, and budgeting.
• Willing to work in Quezon City, ASAP

Job Type: Full-time

Pay: Php50, Php60,000.00 per month
