Qualifications:

• Licensed Civil Engineer (REQUIRED)

• Minimum 7 years of experience in DPWH or government infrastructure projects, with 3 years in a supervisory or managerial field role

• Proven ability to lead Project Engineers, Site Engineers, and multidisciplinary site teams

• Deep understanding of the DPWH Blue Book, RA 9184 procurement process, and public infrastructure standards

• Proficient in project documentation, progress reporting, and government billing processes

• Strong skills in MS Office (Excel, Word), AutoCAD, MS Project or Primavera

Preferred Qualifications:

• Experience working with or for a Triple-A (AAA) PCAB-licensed contractor

• Familiarity with ISO 9001 standards for construction quality management

• Knowledge of DOLE, DPWH, and DENR regulations related to site safety and environmental compliance

• Willingness to be assigned to remote or multi-site locations as needed

• Valid driver's license

Job Summary:

The Construction Manager is responsible for overseeing the implementation of multiple DPWH infrastructure projects in the field, ensuring that all works are executed in compliance with technical specifications, schedules, and safety regulations. This role directly manages and provides leadership to Project Engineers and Site Engineers, ensuring coordinated and effective execution across all sites. Reporting to Executive Management, the Construction Manager ensures timely delivery, cost control, and quality performance that aligns with both DPWH and company standards.

Key Responsibilities:

1. Leadership & Team Management

• Supervise and mentor Project Engineers and Site Engineers, assigning tasks and monitoring performance.

• Ensure engineering staff adhere to project schedules, reporting protocols, and DPWH standards.

• Facilitate regular coordination meetings with engineering teams to align priorities, progress, and technical concerns.

• Support staff development by enforcing discipline, conducting evaluations, and recommending training needs.

2. Field Operations Management

• Oversee all site activities across multiple infrastructure projects (e.g., roads, bridges, flood control).

• Coordinate the sequencing of work to optimize resource use and minimize delays.

• Ensure execution complies with approved plans, DPWH specifications, and the contractor's QA/QC program.

3. Reporting to Executive Management

• Provide detailed field updates to executive leadership including project progress, risks, accomplishments, and needs.

• Support executive decision-making through accurate and timely reporting on physical and financial performance.

• Identify operational issues and propose practical, field-informed solutions.

4. Resource & Cost Control

• Coordinate deployment and allocation of manpower, equipment, and materials to maximize productivity.

• Review daily manpower reports, equipment logs, and material usage submitted by engineers.

• Assist in validating subcontractor accomplishments and preparing billing documents.

5. Quality Assurance & Safety

• Enforce adherence to DPWH standards and contractor quality procedures through close coordination with field engineers.

• Monitor implementation of safety measures across sites, ensuring compliance with the CSHP.

• Conduct random site inspections to check workmanship, safety, and proper documentation.

6. Stakeholder Engagement

• Act as field liaison with DPWH resident engineers, LGU representatives, consultants, and inspectors.

• Attend site coordination meetings and ensure project engineers prepare required technical documents and reports.

• Ensure timely completion and submission of billing documents, accomplishment reports, and final turnover packages.
