Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Management, or Quantity Surveying
  • Licensed Civil Engineer (advantage but not required)
  • 1–5 years experience in QS, cost estimation, or procurement
  • Strong knowledge of construction materials, cost analysis, and market price trends
  • Proficient in: MS Excel (Pivot, VLOOKUP, formulas)
  • AutoCAD (basic)

Job Description

A. Quantity Surveying

  • Prepare material take-offs (MTO) and Bill of Quantities (BOQ) based on approved drawings and plans.
  • Conduct cost estimation for labor, materials, and equipment for tendering and budgeting.
  • Validate quantities with site engineers and ensure accurate quantity tracking.
  • Prepare cost breakdowns, unit rate analysis, and change order estimates.
  • Monitor project cost performance vs budget and provide variance reports.
  • Assist in value engineering and cost optimization strategies.

B. Procurement

  • Source suppliers and subcontractors based on project requirements.
  • Prepare and issue Request for Quotations (RFQ) and canvassing forms.
  • Evaluate supplier quotations for price, terms, and compliance with specifications.
  • Prepare Price Comparison Sheets (PCS) for management approval.
  • Negotiate prices, delivery schedules, and contract terms to achieve cost savings.
  • Coordinate with logistics for delivery schedules and monitor lead times.
  • Maintain a unit price database and update cost trends regularly.

C. Documentation & Coordination

  • Maintain complete records for procurement logs, BOQ revisions, and supplier database.
  • Prepare weekly and monthly reports on QS and procurement activities.
  • Coordinate with project managers, site engineers, and finance for procurement and cost control alignment.
  • Ensure compliance with company policies and procurement procedures.

D. Contract & Billing Support (Optional but Preferred)

  • Review supplier/subcontractor contracts for completeness and accuracy.
  • Assist in evaluating subcontractor progress billing and material invoices.
  • Validate as-built quantities for final billing and project turnover.
