Associate Policy and Program Development Manager
Job Summary

The Associate Policy and Program Development Manager supports the development of new projects across priority sectors under the Philippines Socioeconomic Panel Survey (PSPS). This role focuses on identifying high-impact policy-relevant RCTs that leverage data from the Panel Survey and fostering engagement with both government and non-government partners to support project implementation. The Associate will work closely with Research Managers, the Country Director, and other IPA Philippines staff, as well as key partners from government agencies and academic institutions.

Responsibilities
  • Support the implementation of the PSPS policy framework: Assist with coordination efforts involving Local Government Units (PDC, RDC, endorsements) and contribute to relationship-building with strategic partners such as PIDS, UPSE, and GPRL.
  • Coordinate activities under the PSPS Sub-Studies policy initiatives: Provide logistical support for policy MMDs, assist in identifying local PIs and partners, and contribute to stakeholder engagement, communication materials, and social media outreach.
  • Support project development (PD) efforts for PSPS Sub-Studies: Contribute to proposal development, coordinate with local PIs and partners, and assist in identifying funding opportunities and new project ideas.
  • Work with the Research Manager to prepare cost structures and budgets for grants and funding proposals, ensuring alignment with PSPS and Sub-Study requirements.
  • Assist in managing partner engagement efforts: Enhance relevance and impact of IPA's research through activities with partners, researchers, funders, and implementing partners.
  • Contribute to project development and partnerships: Support communication, track opportunities, and foster collaborations in priority sectors.
  • Represent IPA in local and regional policy forums: Provide support for documentation, presentations, and follow-up tasks during meetings, conferences, and working groups.
Qualifications

Professional Experience

  • Minimum of 5 years relevant work experience.
  • Experience managing research projects and understanding research methods.
  • Experience in developing research proposals, budgeting, and project planning.
  • Experience with fundraising from public and private donors.
  • Proven research and policy engagement experience.
  • Work experience in a developing country is a strong plus.
  • Passion for connecting impact evaluation research to policy and communication skills.
  • Experience managing grants and contracts, preferably in research.
  • Excellent management, organizational, and independent working skills.
  • Advanced communication and presentation skills in English.

Education

Master's degree (or equivalent) in economics, political science, international development, public policy, or related field.
