Regulatory Affairs Paralegal or Paralegal

JOB SUMMARY
- The Paralegal or Regulatory Affairs Paralegal will provide comprehensive legal and administrative support to the Regulatory Affairs, Public Policy, and TowerCo Industry Affairs function. This role involves assisting in the preparation of regulatory filings, monitoring policy developments, maintaining compliance records, supporting public policy advocacy, and coordinating with industry stakeholders and government agencies to advance company objectives.
KEY ROLES AND RESPONSIBILITIES
Regulatory Compliance Support
- Assist in preparing, reviewing, and submitting applications, licenses, permits, and other regulatory filings with national and local government agencies (e.g., DICT, ARTA, LGUs).
- Maintain a database of regulatory requirements, timelines, and compliance status for all projects.
- Track and document regulatory approvals, correspondence, and compliance commitments.
- Monitor national regulations, LGU ordinances, and industry circulars affecting tower company operations.
Public Policy and Industry Advocacy
- Conduct legal and policy research on legislation, executive issuances, and government circulars affecting the telecommunications and tower infrastructure sector.
- Prepare briefing notes, position papers, and presentation materials in coordination with the Director.
- Support engagement with industry associations, other tower companies, and regulatory bodies.
- Assist in documenting and tracking policy advocacy efforts and stakeholder commitments.
Legal Documentation and Records Management
- Draft, review, format, and organize legal documents, contracts, agreements, and internal memos.
- Prepare of letters, memos, and reports.
- Review and maintain trackers, reports, checklists, processes, and other files.
- Review submitted property documents and resolve issues related to missing documents or ones that are incomplete or out of date.
- Review and analyze due property legal due diligence documents and examine back up documents received to ensure accuracy.
- Coordinate contract execution workflows with external parties and internal teams.
- Maintain a centralized and organized system for all regulatory, policy, and legal records.
- Ensure proper version control and document retention in accordance with company policies.
Research and Analysis
- Conduct legal and factual research on regulatory and policy matters, providing concise summaries and recommendations.
- Analyze relevant laws, regulations, and ordinances, highlighting risks and compliance requirements.
- Track developments in telecom infrastructure policy and emerging industry trends.
Administrative and Coordination Support
- Schedule and coordinate meetings with internal teams, government agencies, and industry stakeholders.
- Prepare minutes of meetings and track follow-up actions.
- Review, analyze and organize a variety of legal matters, including due diligence.
- Handle correspondence with government offices, regulatory agencies, and partner organizations.
- Visit government offices and engage with government authorities to undertake tasks as may be instructed.
QUALIFICATIONS
- Bachelor's degree in Legal Management, Paralegal Studies, Political Science, Economics or a related field.
- At least 2 years' experience as a paralegal or legal assistant, preferably in regulatory affairs, telecommunications, infrastructure, or public policy.
- Strong understanding of regulatory compliance processes and government permitting in the Philippines.
- Excellent organizational, communication, and research skills.
- Proficiency in legal research tools, MS Office, and document management systems.
- Ability to manage multiple tasks under tight deadlines while maintaining attention to detail.
Job Type: Full-time
Pay: Php25, Php30,000.00 per month
