Job Overview:

This position is responsible for managing system development and leading a team of System Engineers (developers). He or She evaluates and recommends appropriate system architecture and platforms for in-house developed and third-party applications. Additionally, the SEDH leads the development of new applications and defines the architecture, components, interfaces, and other characteristics of systems or components. He or She is expected to develop and sustain subsystems and system components in various custom-built, multi-platform environments.

This role manages day-to-day operations of the System Engineering Department (SED) and oversees project execution, acting as a Subject Matter Expert on system engineering principles, solutions architecture, programming, and development.

Specific Duties and Responsibilities:

Administrative

  • Create and maintain the Operations Manual, including work provisions, guidelines, and procedures
  • Monitor the department's compliance with company standards
  • Recommend and implement system technologies and processes to enhance operations at OMLF and its subsidiaries
  • Assist the immediate superior in preparing administrative and status reports
  • Provide relevant information on SED or project development to the Immediate Superior, ITSC, Executive Committee (EXCOM), Compliance, Audit, Risk Management, etc., as needed
  • Write reports, correspondence, meeting minutes, business cases, manuals, and other relevant documents related to systems or solutions
  • Contribute information and work estimates for development activities to the BAPMDH and TAD for the Project Plan
  • Assist the BAPMDH in tracking development issues, risks, and changes on projects managed by Project Leads, while monitoring the department's daily risk-taking activities
  • Identify, assess, and mitigate operational risks arising from daily activities
  • Prepare Risk Incident Reports (RIR) when risks materialize and submit them to the Risk Management Department as instructed
  • Determine development requirements for new programs/systems, particularly for interface enhancements, and review designs with the ITG Head, Project Team Lead, assigned Systems/Business Analysts, and System Engineers
  • Evaluate alternative protocols, tools, and standards for functional and technical improvements within the SED
  • Review project contracts to ensure development activities and deliverables adhere to contract clauses
  • Conduct an annual Operational Risk Self-Assessment (ORSA) for the SED

Technical

  • Recommend and implement system technologies and processes to improve operations at OMLF and its subsidiaries
  • Define the architecture, components, interfaces, and characteristics of systems or components.
  • Analyze, design, coordinate, and supervise the development of systems to address information processing problems
  • Write, edit, and debug new scripts/programs for assigned projects, ensuring proper records and desired output
  • Review code changes and environmental impacts on system performance
  • Test new applications, system integrations, and programs to ensure logic, syntax, and accuracy
  • Translate requirements into clear technical designs and specifications
  • Refactor existing system structures and code to optimize performance
  • Design and develop programming and technological systems, making decisions regarding system performance
  • Determine programming requirements for new systems, especially interface enhancements, and review designs with assigned Systems/Business Analysts and System Engineers
  • Conduct regular code reviews for quality assessment and adherence to coding standards
  • Perform capacity planning to forecast sustainable environments for systems being implemented
  • Participate as a key contributor in architecture design teams for product definition and future implementation planning
  • Build reusable APIs for internal and external use

Performance Management

  • Monitor and validate the work of Lead System Engineers, System Engineers, and technical staff involved in system development
  • Delegate tasks and activities to Lead System Engineers and their team members
  • Reprimand Lead System Engineers and/or System Engineers for violations of instructions, policies, and procedures
  • Escalate persistent incidents to the ESDD Head and ITG Head, providing recommendations for resolution
  • Allocate tasks to Technical and Development Teams, set deadlines, and conduct daily meetings
  • Assist testers and support personnel in identifying system problems
  • Plan, recommend, and approve training relevant to the systems development platform, systems analysis, and programming languages used at OMLF
  • Maintain an atmosphere that supports high performance, teamwork, and continuous improvement

Others

  • Collaborate regularly with the SED, BAPMD, TAD, and TSD project team members on delegated tasks and actively engage in coding and managing activities
  • Participate in organization-wide activities and task forces relevant to the corporate vision, mission, values, and strategic objectives
  • Perform other functions as required by the ESD Head as needed

Qualifications

  • Graduate of Computer Science, Information Technology, Software Engineering, or any related field
  • 10 years of experience in system development, production support, or a similar field
  • At least 5 years in a leadership or management role overseeing cross-platform system development teams
  • Proven ability to lead and mentor technical teams, fostering a culture of innovation and continuous improvement
  • Strong understanding of software development lifecycle (SDLC) methodologies, including Agile and Waterfall
  • Strong decision-making and problem-solving skills
  • Ability to collaborate effectively with cross-functional teams and stakeholders
  • Strong analytical and critical thinking skills, with the ability to assess risks and implement strategic solutions
  • Committed to delivering high-quality systems and enhancing customer satisfaction
  • Experience in managing both regular and project-based teams is an advantage
