JOB OVERVIEW:

The HRGA Junior Manager serves as Head of the Human Resources and General Affairs Department, responsible for the overall management of HR and administrative functions. The role ensures that the company's human capital and operational support systems are effectively managed in accordance with company policies, labor regulations, and organizational objectives. This function shall oversee all HR and administrative activities, ensuring alignment between company strategy and people management. This position leads initiative related to recruitment, employee relations, performance management , compensation and benefits, training and development, and compliance with company, government, and regulatory requirements. The role combines leadership, operational management, and policy formulation to create a safe, compliant, and productive workplace environment.

JOB RESPONSIBILITIES:

  1. Human Resources Management

  2. Develop and implement HR policies, systems, and procedures consistent with company goals.

  3. Handle Recruitment, selection, on-boarding, and orientation of new employees.
  4. Supervise employee performance evaluation, promotion, and disciplinary management.
  5. Administer compensation, benefits, and government-mandated contributions.
  6. Plan and implement employee training, development, and succession programs.
  7. Ensure compliance with Philippine Labor Laws and internal company company policies.
  8. Maintain accurate employee records and HR documentation.
  9. Promote employee engagement, welfare, and communication programs.

  10. General Affairs Management

  11. Oversee general administrative operations related to employee welfare and relevant administrative functions including housekeeping, transportation, and canteen services.

  12. Supervise the procurement and inventory of office supplies, furniture and equipment.
  13. Manage company vehicle and relevant services contracts.
  14. Coordinate with government agencies and service providers for permits, licenses, and compliance pertaining to HRGA functions.
  15. Plan and manage company events, meetings, and relevant activities.

  16. Information Technology Management

  17. Oversee IT infrastructure, systems, and equipment to ensure both smooth business operations.

  18. Ensure data security, server reliability, and network availability across departments.
  19. Supervise IT Administrator in managing hardware, software, and user support needs.
  20. Implement and maintain company-wide IT policies, backups, and access control systems.
  21. Recommend technology upgrades or digital transformation initiatives to top management.

  22. Medical Clinic and Occupational Health Management

  23. Supervise the company nurse and ensure effective operation of the in-house medical clinic.

  24. Ensure compliance with DOLE and PEZA requirements on occupational health and workplace safety.
  25. Monitor employee health programs, medical check-ups, and first-aid readiness.
  26. Maintain medical records and ensure confidentiality in handling employee health information.
  27. Coordinate with accredited clinics, hospitals, and health insurance providers as needed.
  28. Implement health promotion and wellness programs to support employee well-being.

  29. Compliance and Reporting

  30. Ensure compliance with all labor, safety, health, PEZA and government regulations.

  31. Prepare and submit HRGA, IT, and medical-related reports to top management and relevant agencies.
  32. Ensure timely renewal of related permits, licenses, and registrations.
  33. Support internal and external audits and oversee corrective and preventive actions.

  34. Leadership and People Management

  35. Lead and supervise all staff under the HRGA, IT and Medical Clinic functions.

  36. Promote teamwork, coordination, accountability, and continuous improvement across departments.
  37. Provide advice and recommendations to top management on HR, administrative, IT, and health matters.
  38. Manage departmental budgets and ensure cost efficiency in all operations.

JOB QUALIFICATIONS:

  • Bachelor's Degree in Human Resource Developmental Management, Psychology, or related field with similar emphasis.
  • Minimum of (5) years meaningful experience of leadership roles in HR and administrative functions, with at least (3) years in a supervisory or managerial position (manufacturing or PEZA environment preferred) in one company.
  • HR Certifications is an advantage.

REQUIRED SKILLS AND WORK ATTITUDE:

  • Comprehensive understanding of HR and admin operations.
  • Strong knowledge of Philippine labor laws and government compliance.
  • Adequate understanding of IT operations, data management, and medical clinic and occupational health functions and processes.
  • Proficient in MS office applications and HRIS systems.
  • Strong interpersonal and communication skills.
  • Data-driven, proactive, and solution-oriented in managing challenges.
  • Demonstrates integrity, confidentiality, and professionalism in all dealings.
  • Approachable, fair and emphatic in employee interactions.
