Job Summary:

The Village Engineer is responsible for the maintenance, repair, and technical operations of the infrastructure and facilities within the subdivision. This includes roads, drainage systems, water supply, sewer systems, electrical systems, and amenities. The engineer ensures that all physical assets are maintained according to safety, quality, and government standards while supporting the Village Manager and the Homeowners' Association (HOA) in planning and implementing engineering-related projects.

Key Responsibilities:1. Infrastructure Maintenance & Monitoring

  • Conduct regular inspections of roads, sidewalks, drainage, streetlights, water systems, and other facilities.
  • Identify defects, maintenance needs, and safety hazards; prepare corresponding reports and recommendations.
  • Supervise the execution of repair and maintenance works to ensure quality and compliance with standards.

2. Project Management

  • Assist in the planning, budgeting, and implementation of engineering and construction projects (e.g., road reblocking, drainage upgrades, etc.).
  • Prepare scope of work, project cost estimates, and technical specifications.
  • Monitor project timelines, budgets, and contractor performance; ensure compliance with approved plans and building codes.

3. Utility & Facilities Oversight

  • Coordinate with utility providers (water, electricity, internet) for installations, upgrades, and issue resolutions.
  • Monitor water supply and drainage system operations; troubleshoot technical issues in pump stations or water storage facilities.
  • Recommend improvements to reduce energy costs or optimize infrastructure usage.

4. Compliance & Documentation

  • Ensure all engineering work complies with national building codes, environmental regulations, and LGU requirements.
  • Maintain engineering records, such as as-built plans, permits, inspection reports, warranties, and equipment manuals.
  • Assist in the preparation of reports for HOA meetings or regulatory submissions.

5. Technical Support & Supervision

  • Provide technical advice to the HOA board and Village Manager on infrastructure concerns.
  • Supervise technical staff, maintenance workers, or outsourced contractors.
  • Assist in the evaluation and selection of suppliers and contractors based on technical capability and cost-efficiency.

Qualifications:

  • Bachelor's Degree in Engineering (Electrical or Mechanical).
  • Licensed Electrical or Mechanical Engineer (PRC)
  • At least 2 years of relevant work experience in subdivision or property maintenance, infrastructure, or construction project supervision.
  • Proficient in reading technical drawings, cost estimating, and using AutoCAD or similar tools.
  • Knowledge of Philippine building codes, environmental regulations, and LGU permitting processes.
  • Strong problem-solving, project management, and communication skills.
  • Residing in or willing to work on-site in Talamban, Cebu.

Working Conditions:

  • Field-based role within the subdivision; some office-based work required.
  • May require work during weekends, holidays, or emergencies (e.g., flooding, power outages).
  • Reports to the Village Manager and coordinates closely with the HOA Board.
