  • Manage the full awarding process—from sourcing and canvassing to the preparation and endorsement of purchase orders (POs) with all required documentation for approval.
  • Evaluate and prepare canvass sheets or cost comparisons to ensure fair and cost-effective procurement decisions.
  • Oversee and ensure the timely delivery of Owner Supply Materials (OSM), supplies, and equipment in accordance with project schedules and requirements.
  • Oversee and facilitate the entire competitive bidding process—from pre-qualification upon receipt of the Terms of Reference (TOR) to the Invitation to Bid, pre-bid and clarificatory meetings, and final awarding.
  • Ensure vendor eligibility by reviewing NFCC submissions, evaluating technical capability, and verifying past and ongoing projects, including conducting site visits when necessary.
  • Evaluate and analyze cost comparison summaries and required contract documents, ensure appropriate bonds are secured, and endorse Purchase Orders (POs) or Notices to Proceed (NTPs) for approval and payment processing.
  • Monitor contractors' accomplishments against the construction schedule and ensure that all awarded Purchase Orders (POs) remain within the approved budget.
  • Validate and endorse down payments and coordinate with the Accounting and Cash Management Unit (CMU) for timely processing of Statements of Account (SOA) and Requests for Payment (RFP).
  • Verify and validate unit costs of Owner Supply Materials (OSM) for inclusion in the Bill of Quantities (BOQ) based on data provided by the Quantity Survey (QS) or Engineering team.
  • Source, evaluate, and endorse reliable vendors, suppliers, contractors, and consultants for accreditation, conducting meetings, consultations, and site visits as needed, and provide data for their annual evaluation.

Qualifications:

Educational Background:

Graduate of Civil Engineering or Mechanical Engineering

Professional Experience:

At least 3–5 years of experience in Procurement, preferably within the construction industry.

Knowledge:

Proficient in evaluating cost proposals and managing the bidding process.

Skills and Training:

Strong interpersonal and negotiation skills.
