Job Purpose:

The Safety Officer is responsible for ensuring occupational health and safety compliance in all phases of construction projects, including solar farms, substations, BESS facilities, and transmission lines. The role ensures that all workers, subcontractors, and site operations follow DOLE-OSHC standards, project-specific safety policies, and international HSE best practices, thereby preventing accidents, injuries, and hazards at the workplace.

Key Responsibilities:

Compliance & Monitoring

  • Implement and enforce compliance with DOLE Occupational Safety and Health Standards (OSHS) and other relevant government regulations.
  • Ensure all safety measures are in place during civil, electrical, and mechanical works at project sites.
  • Conduct regular site inspections to identify unsafe acts, unsafe conditions, and recommend corrective actions.

Risk Assessment & Control

  • Perform Job Hazard Analysis (JHA), Risk Assessments, and recommend preventive measures.
  • Ensure safety provisions are followed during lifting operations, heavy equipment mobilization, hot works, electrical works, confined spaces, and working at heights.
  • Monitor environmental conditions such as heat stress, noise exposure, and dust control.

Training & Awareness

  • Conduct Toolbox Meetings, Safety Orientations, and Safety Drills for workers and subcontractors.
  • Promote safety culture across multicultural teams (Chinese, Filipino, and subcontractor staff).
  • Provide coaching on PPE use, emergency procedures, and safe work practices.

Incident Management

  • Lead accident and near-miss investigations, root cause analysis, and recommend corrective/preventive measures.
  • Prepare and submit mandatory reports to DOLE and company management.
  • Coordinate with the Site Nurse and First Aiders in case of medical emergencies.

Documentation & Reporting

  • Maintain complete records of permits, inspections, audits, and safety trainings.
  • Ensure compliance with Permit-to-Work (PTW) systems and safety documentation requirements.
  • Submit daily, weekly, and monthly safety reports to the HSE Manager.

Qualifications:

  • DOLE-accredited Safety Officer (SO2, SO3, or SO4, depending on project requirements)
  • Bachelor's Degree in Engineering, Occupational Safety, Environmental Science, or a related field (preferred)
  • With at least 2–3 years of experience as Safety Officer in construction, industrial, or power projects (preferably NGCP, solar, or substation projects)
  • Strong knowledge of OSH Standards, DOLE-OSHC requirements, and construction safety practices
  • Experience in conducting safety trainings, drills, and risk assessments
  • Proficient in MS Office; familiarity with HSE software or reporting tools is an advantage
  • Excellent communication, leadership, and coordination skills
  • Physically fit, proactive, and willing to be assigned to remote or provincial project sites

Job Types: Full-time, Permanent

Pay: Up to Php40,000.00 per month
