Recruitment Lead

The Recruitment Lead will oversee the end-to-end recruitment operations for overseas manpower deployment, specializing in engineering, technical, and multi-discipline roles. This role is responsible for leading sourcing strategies, managing client requirements, ensuring compliance with POEA/DMW standards, and supervising the recruitment team to deliver qualified candidates for international clients. The Recruitment Lead ensures smooth coordination from sourcing to selection and supports the organization in fulfilling manpower needs efficiently and ethically.
Key Responsibilities
1. End-to-End Recruitment Management
- Lead and execute recruitment for engineering, construction, technical, medical, administrative, and other skilled categories.
- Review and validate job orders, qualifications, and manpower requests from international clients.
- Conduct interviews, shortlist candidates, and endorse qualified applicants to clients.
- Oversee technical assessments, trade tests, and client interviews (virtual or onsite).
2. Sourcing & Talent Acquisition Strategy
- Build strong talent pipelines using job portals, social media, referrals, career fairs, and overseas databases.
- Develop recruitment campaigns targeted at high-demand roles (e.g., Mechanical/ Electrical Engineers, Technicians, Welders, QA/QC, Fitters, Supervisors).
- Maintain recruitment SLAs and ensure all positions are filled within target timelines.
3. Team Leadership & Operations
- Supervise and mentor the recruitment team to meet productivity, quality, and compliance metrics.
- Assign workloads, monitor performance, and provide continuous coaching.
- Ensure the team strictly follows recruitment processes aligned with DMW/POEA guidelines.
4. Client Management
- Act as primary point of contact for overseas principals and employers.
- Present shortlisted candidates, submit required recruitment reports, and facilitate interview schedules.
- Build and maintain strong relationships with clients, ensuring consistent service satisfaction.
5. Documentation & Compliance
- Ensure proper documentation of candidates for deployment, including CV formatting, certificates, test results, passports, and clearances.
- Coordinate with the processing team for DMW/POEA requirements (E-Registration, PEOS, OEC, medical, contract verification, etc.).
- Maintain accurate records and ensure compliance with government and organizational standards.
6. Continuous Improvement
- Monitor recruitment trends in overseas manpower (GCC, Europe, Australia, Asia).
- Recommend improvements in sourcing, selection, and recruitment operations.
- Analyze recruitment data and provide regular updates to management.
Qualifications
Education
- Bachelor's degree in Human Resources, Psychology, Business Administration, or any related field.
Experience
- At least 3–5 years of experience in overseas recruitment or manpower deployment.
- Strong background recruiting for engineering, technical, construction, or skilled trades.
- Experience dealing with DMW/POEA processes, overseas principals, and job orders.
- Minimum 1–2 years experience in a lead or supervisory role is an advantage.
