Project: Youth RISE (Resilience, Innovation, Skills, Entrepreneurship, and Employability): Economic empowerment for the marginalized youth, especially young women
Location: Metro Manila (Manila & Valenzuela)
About the Project
Plan International Pilipinas is launching Youth RISE, a transformative 3-year initiative designed to tackle youth unemployment in the Philippines. This project focuses on equipping marginalized youth, especially young women, with the tools, skills, and opportunities to access decent work and pursue entrepreneurship.
In a country where nearly 1 in 5 young people are NEET (Not in Education, Employment, or Training), Youth RISE aims to break barriers caused by poverty and gender norms. We will work hand-in-hand with communities, local governments, and institutions to build sustainable pathways to economic empowerment.
Your Role: Project Manager
We are seeking a results-driven development professional with a strong track record in project management and stakeholder engagement. As Project Manager, you will lead the implementation of Youth RISE in Manila and Valenzuela, ensuring that every activity is community-centered, gender-responsive, and aligned with donor commitments.
Key Responsibilities
- Drive participatory planning processes and convert insights into strategic action.
- Oversee day-to-day project operations, ensuring timely delivery of outputs within budget.
- Supervise and mentor a team of Project Officers, fostering a culture of collaboration and accountability.
- Cultivate and manage partnerships with LGUs, TVET institutions, schools, and NGOs.
- Champion youth-focused policies in employment, education, and gender equality.
- Implement robust monitoring and evaluation systems to ensure transparency and impact.
- Contribute to Plan's humanitarian response efforts when required.
What You Bring
- Bachelor's degree in Social Sciences, Education, Development Studies, or related fields (Master's degree is a plus).
- Minimum of 5 years' experience in project management and community development, preferably within an INGO or NGO setting.
- Solid grounding in rights-based and gender-transformative programming.
- Proven ability to manage teams, budgets, and multi-sectoral partnerships.
- Strong communication, facilitation, and stakeholder engagement skills.
- Willingness to travel and conduct fieldwork in project areas.
- Must be a Filipino citizen currently residing in the Philippines.

This role requires fieldwork in the project areas. Flexible working arrangements are available.
