Responsibilities:
- Responsible for determining the appropriate sourcing and procurement strategy for Manila Water Operations goods and/or services requirements
- Conducts and/or guides and supports contract negotiation, execution and management
- Plans and proposes the procurement strategy in consideration of Company's resources and target Service Obligations
- Provides detailed procurement activities, defines DRIs and agrees on milestone dates with the Project Manager and Proponent
- Leads all Procurement activities upon budget approval for the project or requirement
- Identifies and proposes potential bidders or vendors given specific requirement per project considering eligibility, technical and financial capability
- Conducts eligibility, technical and financial assessment of interested bidders or vendors prior to the conduct of bid events
- Prepares the bidding documents and the applicable commercial requirements
- Leads the conduct of pre-bid meetings and serves as Manila Water's representative and point of contact from bid preparation stage to conduct of bidding up to the issuance of Notice(s) of Award and PO/JO
- Consolidates all bid queries and transmits to Technical team; Ensures timely release of responses to bidders
- Conducts financial evaluation though analysis of Unit Prices, other pre-agreed or identified cost references and comparison of Manila Water and bidder assumptions
- Assesses project or requirement considerations to confirm the proposed procurement mode
- Coordinates with Vendor Sourcing and Support Management for the recommended contractor's performance rating and other qualification verification
- Reviews contractor's cost proposal and ensure alignment with Manila Water's conditions prior to award
- Addresses issues and roadblocks encountered during procurement stage to avoid delay in award
- Clarifies with the bidders to ensure correct understanding of the scope
- Negotiates with the lowest complying bidder to get the best offer or best value for the Company
- Prepares the Bid Evaluation Report for the Requirement or Project which captures all important details of the bid event
- Secures necessary approval for the Notice of Award using the LOA as reference and through memos/meetings/presentation
- Prepares draft contract(s)
- Communicates and, if necessary, negotiates, with the winning bidder to get their comments on proposed contract details
- Secures necessary approvals for contract provisions that are not in the draft contract Coordinates with the Legal Department to clear the contract prior to approval and signing of authorized signatories per the limits set by the Manila Water Board or by the Limits of Authority
- Captures bid details and generates PO/JO for every project for award
- Understands and compares Manila Water cost assumptions with contractor to arrive at an agreed cost
- Solicits information from potential vendors that could be used for defining requirements, preparing budgets, choosing procurement method and others
- Regularly looks for areas where improvement could be done
- Meets with other departments to align processes
- Actively documents and learns from Lessons Learned and/or Incident Reports
- Full documentation of procurement activities in compliance with internal requirements as well as legal and regulatory requirements
Qualifications:
- Must have a Bachelor's degree in Engineering, Business management or equivalent;
- Must have at least 5 years of relevant professional experience in procurement, project management, or other related area.
- Must have work experience in infrastructure (transport, energy, water sectors) projects.
- Must have experience on Strategic Collaboration
- Must have strong negotiation, decision making and critical thinking skills.
