PRIMARY ROLE AND PURPOSE

Responsible for the purchasing of materials, goods, supplies and services as per assigned categories following the company's specifications, scope of work ensuring that value for money is maximized, cost savings generated and delivery made on time.

Employs appropriate strategic sourcing or long term contracts most beneficial for the company. Maintains and develops pool of suppliers and contractors.

QUALIFICATIONS

Education : Graduate of 4-year course but with at least more than 2 years of experience in Purchasing related to Construction and Plant Maintenance

Graduate Studies : N/A

Licensure Examinations : N/A

General Skills :

o Knowledgeable in various construction materials and plant equipment

o Knowledgeable in Microsoft Office (Intermediate MS Excel Skills)

o Knowledge in metal fabrication and manufacturing for LPG Industry is an advantage

JOB DESCRIPTION

Request for Quotation or bid:

  • Checks completeness of the specifications and/or scope of work
  • Collaborates with the end-users for better understanding of the requirements. Meets with the proponents and suppliers/contractors, when needed, to clarify specs or scope of work.
  • Sources the requirements from at least three vendors or conduct bidding (onsite or offsite).
  • Secures technical clearance of offers from end users.
  • Informs end-users of lowest complying offer for Purchase Requisition creation.

Purchase Requisition:

  • Checks for the required data in the system (ie. cost center, GL account, delivery date, delivery location, payment term) and CAPEX documents, if any
  • Ensures that specifications and/or scope of work are consistent as per RFQ
  • Negotiates with vendors for better terms and conditions.

Purchase Order:

  • PRFs is converted to Purchase Order using the AUTVC Purchase Order form
  • Routes PO for the approval based on the approvals limit
  • Publishes PO to contractors, suppliers and to proponents
  • Maintains filling of all approved POs in pdf and hard copy
  • Updates monitoring of PR-PO in excel sheet

Others:

  • Monitors timely delivery of purchase made especially high value and critical items
  • Collaborates with supplier and proponents regarding warranty issues, complaints, off specs or other concerns on vendors re payment processing.
  • Develops pool of contractors and suppliers
  • Secures required documents for accreditation; forwards to TAX Department for vendor code creation. Files documents for reference
  • Provides details needed for contract creation for services amounting to 1M and up. Assists in securing signatures. Keeps copy for file and sends contractor's copy
  • Monitors and prepares other reports as maybe required by the Management
  • Participates in vendor visits and quality systems audit, when appropriate
  • Provides inputs on the review of vendor performance
  • Attends exhibits, conferences to help source for potential suppliers/contractors
  • Performs other tasks as may be assigned from time to time

Supervision / interaction Received:

  • Receives directions from Deputy Purchasing manager, Collaborates closely with various departments, end users, suppliers, contractors, government agencies (ie. BOC, BIR, DENR, PDEA, when applicable)
  • Guided by written policies and procedures, consults with other colleagues or officers in the organization when needed.
