The
OSP Design Operations Manager
is responsible for ensuring the performance and efficiency of all Outside Plant (OSP) activities through a KPI-driven management approach. This role focuses on tracking operational metrics, driving vendor and contractor accountability, and ensuring the timely delivery of high-quality OSP projects in aerial, buried, and underground environments.

Responsibilities

Performance & KPI Ownership

  • Establish, monitor, and analyze KPIs for OSP operations, including network uptime, restoration time, project delivery timelines, quality scores, budget adherence, and safety compliance.
  • Develop operational scorecards and dashboards for internal teams and contractors.
  • Identify underperformance trends, investigate root causes, and implement corrective actions.
  • Lead regular performance review meetings with contractors, vendors, and internal stakeholders.

Operational Oversight

  • Oversee day-to-day OSP construction, maintenance, and repair activities through data-driven monitoring rather than direct field engineering.
  • Coordinate with project teams to ensure accurate forecasting, scheduling, resource management, and quality assurance.
  • Review project progress and escalate risks or delays to leadership with mitigation recommendations.

Vendor & Stakeholder Management

  • Manage vendor performance in alignment with contract terms and SLA expectations.
  • Partner with internal GIS, CAD, and engineering teams to ensure project accuracy and compliance with customer specifications.
  • Coordinate with local authorities, utility companies, and permitting agencies for efficient project execution.

Continuous Improvement

  • Standardize processes for consistent reporting and performance tracking across all OSP activities.
  • Benchmark KPIs against industry standards and lead initiatives to improve operational efficiency.
  • Drive a culture of accountability, safety, and quality among internal teams and contractors.

Qualifications

Education & Experience:

  • Bachelor's degree in Telecommunications, Engineering, Construction Management, or related field (or equivalent work experience).
  • Minimum 5 years in OSP operations, telecom infrastructure, or network project management, with direct experience managing performance metrics.
  • Proven ability to manage contractors, interpret operational data, and deliver against KPIs.

Skills & Competencies:

  • Strong leadership, communication, and negotiation skills.
  • Advanced proficiency in Excel, Google Sheets, and KPI/dashboard tools (Power BI, Tableau, etc.).
  • Understanding of OSP environments (aerial, buried, underground) and related industry standards.
  • Ability to translate technical data into actionable business insights.
