Qualifications and Skills:

  • Bachelor's degree in Engineering, Occupational Health and Safety, or a related field.
  • Minimum of 5 years of experience as a Health and Safety Engineer, with a focus on construction safety in the Philippines.
  • Licensing/Certification:
  • Must be COSH-certified (Construction Occupational Safety and Health) and licensed in the Philippines.
  • Certification in BOSH (Basic Occupational Safety and Health) or other relevant safety training is an advantage.
  • Knowledge of First Aid procedures is an advantage.
  • Willing to be assigned or deployed in SLEX-TR4 project site (Batangas, Laguna and Quezon).

Technical Skills:

  • Strong understanding of Philippine construction safety laws and standards (DOLE, DTI, OSHS).
  • Proficiency in safety management software and the ability to produce accurate reports.
  • Strong analytical skills for risk assessment and hazard identification.

Key Responsibilities:

  1. Safety Planning and Implementation

  2. Develop and implement site-specific safety and health programs in line with Philippine laws and standards (DOLE, DTI, etc.).

  3. Ensure full compliance with the Occupational Safety and Health Standards (OSHS) and other local regulations, including the Philippine Building Code.
  4. Continuously review and update safety procedures and guidelines to reflect current laws, safety standards, and best practices in construction.

  5. Site Inspections and Risk Assessment

  6. Conduct regular safety audits and inspections on-site to identify potential hazards, unsafe practices, or non-compliance.

  7. Perform risk assessments to evaluate risks and recommend preventive measures to reduce accident potential.
  8. Ensure that all safety equipment and Personal Protective Equipment (PPE) are in place, well-maintained, and used properly.

  9. Accident Investigation and Reporting

  10. Investigate workplace accidents, near-misses, or unsafe conditions to determine root causes and recommend corrective actions.

  11. Prepare detailed safety incident reports and maintain accurate records of accidents, including injury logs and hazard analysis.
  12. Coordinate with relevant government agencies (e.g., DOLE) for proper documentation and reporting of workplace incidents.

  13. Training and Education

  14. Conduct safety orientation and training for all workers, contractors, and personnel, especially in high-risk construction activities.

  15. Ensure that workers are properly trained in hazard recognition, proper use of equipment, and emergency response protocols.
  16. Lead toolbox talks and regular safety briefings on-site to reinforce safe working practices.

  17. Compliance and Regulatory Liaison

  18. Ensure that the company complies with all relevant laws and safety regulations, including obtaining necessary permits and certificates.

  19. Liaise with government agencies (e.g., DOLE, DTI) and attend relevant audits or inspections.
  20. Monitor compliance with environmental and occupational health regulations in construction projects.

  21. Documentation and Reporting

  22. Maintain a comprehensive safety file, including safety plans, risk assessments, incident reports, and compliance documentation.

  23. Prepare and submit regular safety performance reports to management, summarizing incidents, corrective actions, and recommendations.
  24. Ensure accurate documentation of all safety training, certifications, and employee records.

  25. Emergency Preparedness and Response

  26. Develop and implement emergency response plans, including fire safety, evacuation procedures, and disaster response.

  27. Conduct emergency drills to test the effectiveness of safety and response plans. Knowledge of basic first aid is preferred but not mandatory.
  28. Coordinate with external emergency services when necessary.

  29. Continuous Improvement and Innovation

  30. Stay informed on industry safety trends, emerging hazards, and new technologies in construction safety.

  31. Recommend innovative solutions or safety systems to enhance site safety.
  32. Foster a safety-conscious culture within the company and promote continuous improvement in safety practices.
