Job Description: Provide strategic leadership and operational oversight for all regulatory compliance and permitting activities across the company's renewable energy portfolio (e.g., ground-mounted solar, onshore wind, battery energy storage, and hybrid projects). This role designs the enterprise-wide compliance strategy, owns end-to-end permitting roadmaps, and orchestrates cross-functional execution to de-risk timelines from prospecting through pre-development, construction, commissioning, and operations.

Key Responsibilities:

  1. Strategy

  2. Design the company-wide compliance and permitting strategy aligned to growth targets and regulatory trajectories.

  3. Stand up a right-sized Compliance Management System with a phased roadmap for future alignment; maintain a portfolio-wide Permitting Masterplan, and Regulatory Risk.
  4. Own executive reporting and board-ready dashboards; run internal/external audits and lender-diligence readiness.

  5. Regulatory Compliance

  6. Energy & Market: Oversee Renewable Energy contract processes, DOE endorsements, and market compliance (e.g., PSAs, CSP alignment as applicable).

  7. Environmental & Social: Direct the Environmental Impact Assessment (EIA) pathway and secure/maintain Environmental Compliance Certificates (ECC), including implementation of Environmental Management Plans and COA conditions.
  8. Indigenous Peoples: Govern Free, Prior and Informed Consent (FPIC) processes and secure NCIP certifications, ensuring culturally appropriate engagement and documentation.
  9. Grid Interconnection: Lead NGCP/DU interconnection milestones (SIS, FS, TSA/CA, MSA, energization requirements) and compliance with relevant grid/distribution codes.
  10. Local Permits & Land: Ensure land due diligence, tenure security, zoning, locational clearances, business permits, building permits, and barangay/municipal resolutions.
  11. Aviation & Special Clearances (as applicable): Coordinate CAAP height clearance permits for wind and tall structures; manage protected area clearances, forestry land use, and other sectoral endorsements (e.g., water/foreshore where relevant).
  12. EVOSS: Institutionalize use of the Energy Virtual One-Stop Shop (EVOSS) for covered permits, ensuring accurate filings and cycle-time performance.

  13. Permitting Execution

  14. Stand up a Permitting function to drive application completeness, concurrent workstreams, and proactive issue resolution.

  15. Deploy playbooks/checklists by technology and stage; drive standardization of templates (applications, request letters, affidavits, scoping decks, minutes of consultation).
  16. Implement a Escalation Protocol (agency focal points → bureau/regional heads →central) and maintain a relationship map across agencies and LGUs.
  17. Unlock bottlenecks through data-driven insights (aging, first-pass yield, rework rates) and targeted leadership interventions.

  18. Stakeholder, Community and Government Agencies

  19. Serve as executive liaison with national agencies, LGUs, and community leaders; represent the company in hearings and consultations.

  20. Deliver inclusive stakeholder engagement plans and grievance mechanisms aligned with international good practice.
  21. Manage MOUs/host-LGU undertakings and monitor socio-economic commitments; engage industry associations and technical working groups.

  22. Team, Partners and Budget

  23. Build and lead a high-performing team (recruitment, OKRs/PDPs, coaching, succession).

  24. Procure and govern external advisors (legal, EIA, grid, land, IP), ensuring quality, independence, and value-for-money.
  25. Own the compliance/permitting budget and forecast; optimize cost-to-permit, predictability, and portfolio throughput.

  • Communication & Influence: communicates complex regulatory and technical issues in clear, simple terms, and demonstrates confidence in public consultations, hearings, and executive presentations.

Working Conditions:

  • Willingness to travel frequently to project sites and government offices nationwide.
  • Fieldwork exposure (public scoping, LGU sessions, site walks).
  • Extended hours during critical permitting windows and grid milestones.

Qualifications:

  • 12–15+ years' experience in regulatory compliance and permitting for renewable energy in the Philippines, with 5+ years leading multi-site teams.
  • Demonstrated track record navigating DOE/DENR/NCIP/NGCP/LGUs and related agencies; strong relationships at both central and regional levels.
  • Deep working knowledge of RE contracting, environmental and social (EIS/ECC), grid interconnection processes, and LGU permitting.
  • Bachelor's degree in Engineering, Environmental Science, Energy Policy, or Law; Master's degree or Juris Doctor is an advantage.
  • Proven leadership in high-ambiguity environments; excellent negotiation, government relations, and community engagement skills.

Pay: Php85, Php150,000.00 per month
