Training & Development Officer

Job Summary

The Training Officer is responsible for planning, developing, implementing, and evaluating training programs for employees across construction project sites and the main office. With a strong background in the construction industry, the role ensures that all training initiatives align with operational needs, safety standards, quality requirements, and company policies. This position supports workforce competency, skills development, and continuous improvement to enhance overall project performance and compliance.

Key Responsibilities

1. Strategic Responsibilities (20%)

  • Develop and implement the company's training and development framework aligned with organizational goals and construction project requirements.
  • Identify long-term training needs based on skills gaps, project demands, safety standards, and regulatory requirements.
  • Recommend training strategies, programs, and partnerships to management to support workforce capability and productivity.
  • Promote a culture of continuous learning, safety awareness, and professional development across all departments and project sites.
  • Participate in management planning related to manpower development, competency standards, and succession planning.

2. Tactical Responsibilities (35%)

  • Design and coordinate technical, safety, quality, and compliance training programs specific to the construction industry.
  • Conduct training needs analysis (TNA) in coordination with Project Managers, Site Engineers, QAQC, Safety, and Department Heads.
  • Develop training materials, manuals, presentations, and assessments tailored to construction operations.
  • Coordinate internal and external trainers, consultants, and subject matter experts.
  • Monitor training effectiveness through evaluations, feedback, and performance metrics.
  • Ensure training programs comply with company policies, safety regulations, and industry standards (e.g., DOLE, OSH, etc.).
  • Maintain training schedules, attendance records, and competency matrices.

3. Operational Responsibilities (45%)

  • Conduct and facilitate training sessions, orientations, toolbox talks, and refresher courses at project sites and the main office.
  • Support onboarding and induction programs for new hires, including project-specific orientations.
  • Ensure timely documentation and reporting of all training activities, certifications, and compliance requirements.
  • Assist project teams in implementing training-related corrective actions based on incident findings, audits, or performance gaps.
  • Monitor employee participation and compliance with mandatory training programs.
  • Prepare regular training reports, summaries, and recommendations for management review.
  • Coordinate closely with all departments to align training with actual site conditions and risks.

Qualifications

  • Bachelor's degree in Civil Engineering, Industrial Engineering, Human Resource Development, or a related field.
  • Strong background and hands-on experience in the construction industry is an advantage.
  • Experience in training, learning, and development, or technical instruction within construction or engineering environments.
  • Knowledgeable in construction processes, safety standards, quality requirements, and site operations.
  • Proficient in MS Excel, MS PowerPoint, and training documentation systems.
  • Excellent communication, facilitation, and organizational skills.
