Job Title: Project Manager – Pre-Development ServicesJob Summary:

We are looking for a proactive and detail-oriented Project Manager to oversee and coordinate all pre-development activities necessary to prepare a site for construction or development. The role requires strong experience in managing regulatory compliance, permits and licensing, land acquisition, titling, and land conversion processes. The ideal candidate will have a solid understanding of legal and government processes, excellent stakeholder management skills, and a strategic mindset to ensure all pre-development milestones are achieved efficiently.

Key Responsibilities:

  • Lead and manage all pre-development activities including compliance, permitting, licensing, site acquisition, and land use conversion.
  • Coordinate with internal teams (legal, technical, planning) and external consultants to ensure smooth and timely execution of pre-development requirements.
  • Develop and maintain project timelines, budgets, and checklists related to pre-development milestones.
  • Oversee due diligence processes including site assessments, zoning research, and risk identification.
  • Liaise with government agencies and local government units (LGUs) to facilitate land conversion, permits, and clearances.
  • Ensure regulatory compliance with national and local policies, environmental standards, and building codes.
  • Coordinate land acquisition and titling, including negotiations with landowners, brokers, and legal representatives.
  • Monitor and track the status of all permits, licenses, and regulatory approvals.
  • Identify roadblocks early and proactively implement solutions or escalate issues as necessary.
  • Prepare and present regular reports to senior management on pre-development progress, risks, and timelines.

Qualifications:

  • Bachelor's degree in Engineering, Urban Planning, Real Estate Management, Legal Studies, or related field.
  • Minimum of 5 years of experience in real estate development, construction, or infrastructure project management, with a focus on pre-development processes.
  • Strong understanding of land acquisition laws, zoning, permitting, and regulatory compliance in [your country or region].
  • Excellent project planning and coordination skills.
  • Strong interpersonal and negotiation skills with ability to work with various stakeholders including government entities.
  • Highly organized with attention to detail and ability to manage multiple tasks simultaneously.

Preferred Qualifications:

  • Experience in land titling, conversion, and dealing with agencies such as [DENR, HLURB, DAR, LRA] or local equivalents.
  • Familiarity with real estate or infrastructure permitting processes and regulatory environments.
  • PMP certification or formal project management training is an advantage.
  • Background in legal or regulatory compliance is a strong plus.

Job Type: Full-time

Pay: Php45, Php50,000.00 per month
