Position Overview:

We are seeking a highly organized and technically skilled Purchasing Officer to join our team. This role is ideal for an engineering graduate with hands-on experience in procurement, construction, and bidding processes. The successful candidate will be responsible for managing the sourcing, procurement, and supply of materials, services, and equipment necessary for the successful completion of construction projects. You will work closely with the project management team, suppliers, and vendors to ensure that all materials and resources are delivered on time, within budget, and meet required quality standards.

Key Responsibilities:Procurement Management:

  • Source Materials & Equipment: Identify, source, and purchase construction materials, equipment, and services based on project requirements, specifications, and timelines.
  • Negotiate with Suppliers & Vendors: Evaluate and negotiate with suppliers to secure the best prices, terms, and delivery schedules while maintaining quality standards.
  • Issue Purchase Orders & Contracts: Generate and manage purchase orders, contracts, and RFQs (Requests for Quotations) to ensure procurement is conducted efficiently and accurately.

Bidding & Tendering:

  • Support Bidding Process: Assist in the preparation of bids and tender submissions, including cost estimation and reviewing project specifications.
  • Coordinate with Project Managers: Collaborate with the project management team to ensure that all bids align with project goals and requirements.
  • Cost & Price Analysis: Analyze pricing proposals from suppliers and contractors to ensure competitive and fair pricing for all materials and services.

Project & Budget Oversight:

  • Monitor Project Budgets: Track and manage procurement costs to ensure that purchasing stays within the allocated project budgets.
  • Manage Inventory: Keep an accurate record of materials and equipment inventory, ensuring optimal stock levels and timely reordering to avoid project delays.
  • Timely Delivery: Ensure that materials and resources are delivered to construction sites in a timely manner to avoid project disruptions.

Quality & Compliance:

  • Ensure Compliance: Verify that all purchased materials meet regulatory standards and project specifications.
  • Quality Assurance: Monitor supplier performance to ensure that materials and services are delivered in accordance with quality standards and contract specifications.

Supplier & Vendor Relationship Management:

  • Build Supplier Relationships: Develop and maintain strong, long-term relationships with key suppliers and vendors to ensure reliable sourcing and favorable pricing.
  • Vendor Performance Evaluation: Regularly assess supplier performance based on factors such as price, quality, delivery time, and reliability.

Qualifications:

  • Education:

A Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or related field).

  • Experience:

Minimum of 2-3 years of experience in a procurement or purchasing role within the construction industry or a similar sector, with a focus on bidding and supplier management.

  • Skills & Knowledge:
  • Strong knowledge of construction materials, equipment, and services.
  • Proficiency in procurement management systems and Microsoft Office (Excel, Word, etc.).
  • Experience in preparing RFQs, purchase orders, and tender submissions.
  • Strong negotiation skills and ability to manage supplier relationships.
  • Understanding of construction project timelines and the impact of procurement on project schedules.

  • Certifications in supply chain management or procurement (e.g., CPSM, CIPS) are a plus.
