Position Summary

The Project Manager is responsible for planning, coordinating, and supervising all phases of water infrastructure projects, including water pipeline installation, repair, maintenance, and system improvement works. This role ensures projects are completed safely, on time, within budget, and in compliance with Philippine regulatory standards, local government requirements, and client specifications.

Key Responsibilities

  1. Project Planning & Coordination

  2. Develop detailed project plans, schedules, cost estimates, and resource allocations.

  3. Coordinate with clients, LGUs, utilities, suppliers, subcontractors, and internal teams to ensure smooth project execution.

  4. Conduct site assessments and prepare project mobilization requirements.

  5. Installation, Repair, and Maintenance Activities

  6. Oversee the installation of water pipelines, valves, fittings, and related water system components.

  7. Supervise repair and maintenance works, including leak repairs, line replacements, and system upgrades.
  8. Ensure proper testing, flushing, disinfection, and commissioning of water lines.

  9. Monitor and validate workmanship and ensure alignment with project specifications and quality standards.

  10. Safety & Regulatory Compliance

  11. Ensure compliance with DOLE, DPWH, and local water utility standards.

  12. Enforce safety policies, PPE use, and accident-prevention measures at all worksites.

  13. Secure required permits, clearances, and coordination with barangays, LGUs, and affected stakeholders.

  14. Budget & Resource Management

  15. Manage project budgets, monitor expenditures, and control costs.

  16. Oversee procurement of materials and ensure timely delivery of equipment and supplies.

  17. Allocate manpower, tools, and equipment efficiently to meet project deadlines.

  18. Team Leadership & Supervision

  19. Lead and supervise site engineers, foremen, skilled workers, and subcontractors.

  20. Conduct regular coordination meetings and toolbox talks to align project teams.

  21. Provide performance feedback and ensure proper task delegation.

  22. Monitoring & Reporting

  23. Track project progress and identify potential risks, delays, or deviations from the plan.

  24. Prepare daily, weekly, and monthly reports for management and clients.
  25. Implement corrective actions and ensure issues are resolved promptly.
  26. Maintain accurate documentation.

Qualifications

Education

  • Bachelor's degree in Civil Engineering or related field.
  • PRC-licensed Civil Engineer (Preferred but not always required depending on client/LGU requirements).

Experience

  • Minimum of 5 years' experience in water infrastructure projects, including pipeline installation, repair, and maintenance.
  • Experience working with Philippine water districts, LGUs, or private water utilities is an advantage.
  • Strong background in site management and contractor coordination.

Skills & Competencies

  • Excellent project management and organizational skills.
  • Strong understanding of water system construction standards and best practices.
  • Knowledge of safety regulations (OSH), traffic management during excavation works, and environmental compliance.
  • Ability to read and interpret engineering drawings and technical documents.
  • Strong communication, leadership, and problem-solving skills.
  • Proficiency in MS Office, project scheduling tools, and report preparation.

Work Conditions

  • May require extended hours, weekend work, or shifting schedules depending on project needs.
  • Physically demanding environments including excavation sites, confined spaces, and urban or rural work areas.
