To provide a systematic and independent examination of data, records, operations and performance of a construction project and related expansion plans, review of contractors' bids and projects contracts, building maintenance & repairs, premises safety & security, and other related engineering projects for a stated purpose.

Responsible for systematic and independent examination of the Project's compliance with the Construction Contract and/or various other project elements, and report on the Project's compliance with the construction contract and/or these other project elements in accordance with the Internal Audit policies, methodologies, and standards in order to identify meaningful issues, risks and other exposures in the area of the Medical Center.

  • Adequately plan and execute the Construction Audit in a professional manner and in accordance with

    the approved Audit Program Guide Surveys functions and activities and obtain sufficient data and/or records to gain understanding of the existing governance, risk management, or control processes over construction operations and project management
  • Perform examination of project documents from initiation, including but not limited to documentation of project approval, bidding requirements/activities, and approval of project awarding
  • Identifies the key control points and the risks related to construction project under review
  • Arranges audit procedures to be done and documents to be used for review to ensure proper time

    management
  • Obtains, analyzes, and appraises evidentiary data as a basis for an informed, objective opinion on the

    adequacy and effectiveness of the system and the efficiency of performance of the construction

    activities and related systems
  • If applicable, perform thorough verification of a supplier's manufacturing processes and quality control

    systems to provide confidence that your standards will be met or that any shortfalls will be resolved
  • Perform Construction Contract Compliance Audits based on an understanding of the construction process and the construction contract
  • Review the bid & award process, including contractor solicitation, reference and selection and controls

    on bid opening
  • Review documents pertaining to payments to be made on contracts (i.e. test audit of incoming

    invoices)
  • Reviews and evaluates compliance to internal policy guidelines and procedures of SLMC Expansion / Development Unit, FME, SCM and other Units related to construction projects
  • Identifies the root cause for internal control deficiencies and be able to provide suggestions for corrective action, including evaluating management action responses to address the root cause
  • Identifies opportunities to enhance operational efficiency and effectiveness related to construction management
  • Makes oral and written presentations to middle management during and at the conclusion of the examination, discussing results / deficiencies / deviations, recommending corrective actions and suggesting improvements in operations

JOB REQUIREMENTS / COMPETENCIES

Academic/Professional Qualifications:

• Engineering graduate preferably Civil course or its

equivalent

Relevant Experience:

• At least 3 years work experience in vertical projects

• Technical audit experience such as Quality Assurance

License or Certification Requirements:

• PRC License
