GENERAL JOB DESCRIPTION
The Compliance Manager is responsible for ensuring accurate, timely, and compliant tax reporting and filing in accordance with national and local tax regulations. This role involves preparing tax returns, monitoring tax payments, managing compliance with select government agencies (e.g., BIR and SEC), and supporting internal and external audits. The Compliance Manager also provides tax planning advice and supports management in minimizing tax risks and optimizing tax efficiency.
DUTIES AND RESPONSIBILITIES
General:
Ensures compliance with all governing and regulatory bodies of all CLFG units.
Prepare and review corporate income tax returns, VAT/GST filings, withholding tax, and other regulatory tax filings
Handle BIR and LGU audits: coordinate with examiners, submit required documents, reconcile findings, and draft responses.
Checks compliance and other reportorial updates and requirements published by each governing body.
a. Conduct tax update webinars for employees and relevant departments.
b. Review tax-related provisions in company contracts.
Prepare tax forecasts for the company.
Support tax planning initiatives and provide recommendations to reduce the effective tax rate.
Specific:
TAX COMPLIANCE AND FILING
- Prepare and file all required tax returns and reports, including but not limited to:
a. Value-Added Tax (VAT)
b. Expanded and Final Withholding Taxes (EWT/FWT)
c. Income Tax (Quarterly and Annual)
d. Fringe Benefits Tax, Documentary Stamp Tax, and other BIR requirements.
Ensure timely and accurate submission of all BIR reports and tax remittances, SEC Corporate Documents.
Reconcile tax liabilities with general ledger accounts and official receipts.
TAX AUDIT AND DOCUMENTATION
Maintain proper documentation and schedules to support all tax filings.
Liaise with BIR examiners during audits or tax investigations.
Prepare supporting documents and explanations for tax assessments and correspondences.
Monitor and assist in resolving any discrepancies or tax issues raised by authorities.
TAX PLANNING AND ADVISORY
Provide management with tax analysis and recommendations for cost-saving or compliance optimization.
Assist in evaluating the tax implications of business transactions and new projects.
Stay updated with changes in tax laws, regulations, and rulings to ensure compliance and advise management accordingly.
AUDITED FINANCIAL STATEMENT REPORTING
- Coordinate with external auditor regarding the Audited Financial Statement
a. Coordination with Accountant and Bookkeepers on the needed documents and date needed to fulfill the requirements of the external auditor
b. Reviews tax accounts and propose entries to correct balances of tax accounts.
c. Prepare and review financial statements, ledgers, reconciliations for all CLFG Units
d. Prepare, review and approve tax returns for employees and CLFG units
- Payroll
a. Review and approvePayroll Entries for employees & CLFG units.
b. Process and review the commission, allowances, and incentives of CLFG employees
c. Conduct regular reviews of manual adjustments to ensure accuracy of compensation and benefits computations.
INTERNAL CONTROL AND REPORTING
Implement and maintain effective tax controls and procedures.
Prepare monthly and quarterly tax compliance reports for management.
Coordinate with the accounting team to ensure proper tax treatment of financial transactions.
Maintain a tax calendar and monitor all statutory deadlines.
DOCUMENTS MANAGEMENT
- Maintain a systematic filing system (both physical and digital) for all tax and accounting documents, including:
a. Official Receipts, Sales Invoices, and Acknowledgment Receipts
b. BIR returns, attachments, and payment confirmations
c. Certificates of Tax Withheld (2307s, 2316s, etc.)
d. Contracts, permits, and tax registration documents.
Ensure secure storage, confidentiality, and accessibility of all financial and tax records.
Implement document retention and disposal policies in accordance with BIR and company requirements.
Assist in the digitization and indexing of financial records to improve efficiency and retrieval.
Coordinate with IT or Admin teams for data backup and secure archiving of digital records.
OTHERS
Represent the company during discussion with government bodies on a case-by-case basis.
Liaise with other departments for data needed in tax computations and filings (e.g., HR, Procurement, Sales).
Provide guidance to junior staff on tax documentation and compliance procedures.
Perform other tasks that may be assigned from time to time.
QUALIFICATIONS:
- Must be an Accounting Graduate (Accountancy, Management Graduate)
- State University is preferred.
- Work experience should be handling tax accounting or liaison for BIR
- Must have at least 2-year work experience
- Required to be CPA.
