Job Summary

The Senior Manager, Talent Acquisition is a strategic leader responsible for overseeing multi-site recruiting operations and driving enterprise-wide talent acquisition strategies to support rapid business growth across multiple client portfolios. This role encompasses leading recruiting teams, developing organizational talent acquisition frameworks, and establishing the company as an employer of choice in competitive markets. The incumbent will architect and optimize end-to-end recruitment processes including sourcing, assessment, selection, hiring, and onboarding while ensuring seamless integration with business objectives. The Senior Manager will cultivate executive-level partnerships with external stakeholders including workforce development agencies, RPO providers, employer branding agencies, academic institutions, local government units, and assessment technology vendors. This strategic leader will champion innovative talent acquisition methodologies leveraging advanced recruitment technologies, AI-driven sourcing tools, social media platforms, and data analytics to deliver exceptional candidate experiences and superior hiring outcomes. This is a full-time, exempt leadership position.

  • Develop and maintain executive-level dashboards tracking key performance indicators including time-to-fill, cost-per-hire, quality-of-hire, source effectiveness, diversity metrics, and candidate satisfaction scores
  • Leverage predictive analytics to forecast hiring needs and optimize resource allocation
  • Assessment & Selection Innovation
  • Lead the transformation of candidate evaluation methodologies for all positions, with specialized focus on bilingual and multicultural talent pools
  • Implement cutting-edge assessment technologies including AI-powered screening tools and structured behavioral interviewing frameworks
  • Team Leadership & Operational Excellence
  • Provide strategic direction and performance management for recruiting teams and administrative support staff across multiple functions including:

  • Establish enterprise-wide standards for evaluating candidate qualifications, ensuring consistency, fairness, and alignment with client requirements

  • Cultivate and maintain executive relationships with educational institutions, staffing agencies, government workforce centers, professional associations, and talent communities
  • Negotiate vendor partnerships and service level agreements

  • Lead regular strategic planning sessions with site leadership, account executives, and operational stakeholders to align recruiting strategies with business needs

  • Pioneer creative sourcing strategies and employer branding initiatives to differentiate the organization in competitive talent markets

  • Collaborate with finance and operations leadership to anticipate and prepare for seasonal demand fluctuations and business expansions

  • Oversee the design and continuous enhancement of new hire orientation and onboarding programs ensuring optimal candidate-to-employee conversion
  • Implement onboarding analytics to measure effectiveness and identify improvement opportunities
  • Multi-Site Recruitment Campaign Management
  • Strategize and execute large-scale off-site recruitment initiatives including career fairs, community outreach programs, media campaigns, and targeted advertising
  • Manage recruitment marketing budgets and ROI optimization
  • Cross-Functional Collaboration
  • Partner strategically with account management, human resources business partners, learning & development, and operations teams across the enterprise to ensure seamless talent acquisition processes
  • Facilitate integrated approaches to meeting aggressive growth targets and replacement hiring needs
  • Employer Brand Strategy
  • Collaborate with Marketing to conceptualize and execute comprehensive employer branding campaigns including recruitment advertising, public relations initiatives, and digital content
  • Ensure all external-facing talent acquisition materials reflect brand guidelines and market positioning
  • Brand Governance & Compliance
  • Maintain expert knowledge of corporate branding standards and ensure all recruiting team outputs meet established guidelines
  • Serve as brand ambassador in all external talent acquisition activities
  • Compliance & Regulatory Leadership
  • Oversee affirmative action planning, EEO compliance, and diversity hiring initiatives
  • Audit recruiting practices regularly to ensure adherence to federal, state, and local employment laws
  • Legal & Regulatory Expertise
  • Ensure all staffing and hiring practices maintain full compliance with evolving employment legislation
  • Proactively identify compliance risks and implement mitigation strategies
  • Proactive Talent Sourcing
  • Drive passive candidate engagement through sophisticated sourcing techniques including Boolean search, competitive intelligence, and talent mapping
  • Build and maintain robust talent pipelines for critical and hard-to-fill positions
  • Technology & Systems Leadership
  • Champion the adoption and optimization of recruitment technologies including Applicant Tracking Systems, CRM platforms, and AI-powered sourcing tools
  • Evaluate and implement emerging HR technology solutions to enhance recruitment efficiency

Qualifications

Required Experience

  • 10+ years
    of progressive talent acquisition experience in high-volume, fast-paced environments (BPO volume hiring)
  • 5+ years
    in senior leadership roles (manager, senior manager, or director level) with demonstrated success in managing recruiting teams
  • 3-5 years
    experience in high-volume/high-growth recruitment environments (500+ hires annually)
  • Proven track record of building and scaling recruitment operations across multiple sites or business units

Required Knowledge & Skills

  • Expert-level knowledge of employment law, HR compliance, and talent acquisition best practices
  • Exceptional strategic thinking and business acumen with ability to translate business objectives into talent strategies
  • Outstanding written and oral communication skills with ability to influence and present to C-suite executives
  • Demonstrated excellence in building collaborative partnerships across all organizational levels
  • Advanced proficiency in recruitment technologies including social media recruitment, programmatic advertising, and AI-sourcing tools
  • Expert-level proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and data visualization tools
  • Deep experience with enterprise Applicant Tracking Systems (ATS) and recruitment marketing platforms
  • Strong financial acumen including budget management and ROI analysis

Preferred Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field
  • Professional certifications (e.g., SHRM-SCP, AIRS Certified Diversity and Inclusion Recruiter, LinkedIn Certified Professional)
  • Experience in BPO/call center industry or client services environment
  • Bilingual capabilities (English/Filipino or other languages)
