
Liaison Officer

The Liaison Officer plays a pivotal role in facilitating communication, regulatory compliance, and stakeholder coordination between Primescapes Construction OPC, the Department of Public Works and Highways (DPWH), and other relevant institutions. The role also includes responsibility for billing follow-ups and collections associated with government projects, ensuring both operational fluidity and financial efficiency.
Key Responsibilities1. Communication & Coordination
- Act as the primary communication bridge between Primescapes Construction OPC and the DPWH.
- Relay project-related information accurately and promptly across all concerned parties.
- Coordinate with internal departments and external agencies to ensure alignment of objectives and deliverables.
2. Stakeholder & Relationship Management
- Cultivate strong working relationships with DPWH personnel, LGUs, contractors, and regulatory authorities.
- Represent the company in official meetings, community briefings, and inter-agency engagements.
- Sustain collaborative, professional relationships to support project delivery and public goodwill.
3. Documentation & Regulatory Compliance
- Prepare, organize, and track permits, clearances, compliance reports, and other official documentation.
- Ensure timely submissions and approvals in accordance with DPWH protocols and other government requirements.
- Maintain accurate records of all formal communications and regulatory transactions.
4. Project Facilitation & Issue Resolution
- Support project execution by ensuring all external requirements—such as permits, ROW, and utility coordination—are secured.
- Identify and address delays or barriers caused by regulatory or inter-agency processes.
- Mediate disputes or concerns between project stakeholders as needed.
5. Billing & Collections
- Monitor billing timelines and assist in the preparation, submission, and tracking of billing documents to DPWH or client representatives.
- Follow up on payment schedules and ensure collections are processed in a timely manner.
- Coordinate with the finance department and external stakeholders to address discrepancies, fulfill documentation requirements, and secure approvals related to billing.
6. Monitoring & Reporting
- Provide regular updates to project management on the status of external coordination, document approvals, and collections.
- Alert management of any compliance risks, payment delays, or emerging stakeholder concerns.
- Maintain progress reports on all liaison-related activities.
7. Perform any other related tasks as mandated by management
Qualifications & Competencies- Education: Bachelor's degree in Business Administration, Public Administration, Engineering, or related field preferred.
- Experience: Minimum of 2 years in a liaison, coordination, or government relations role; background in billing or collections in a construction or government setting is a strong advantage.
Skills:
Strong communication and interpersonal skills.
- Ability to engage with government offices and stakeholders with diplomacy and professionalism.
- Proficiency in document tracking, MS Office, and basic billing systems.
- Highly organized, with excellent time management and documentation skills.
- Knowledge of DPWH procedures and construction industry practices.
