Policy Manager for Marine and Fisheries

POSITION SUMMARY - This position is based in Quezon City, Philippines

The Policy Manager for Marine and Fisheries will contribute to the advancement of strategic marine and fisheries policies for sustainable management of critical marine habitats, as well as to unlock long-term blue finance. In addition, the Policy Manager for Marine and Fisheries, in collaboration with CI's Nature Finance Division, will also be responsible for the day-to-day project management and coordination of CI's ongoing nature finance pilot project for the Tubbataha Reefs National Park. They will ensure seamless communication and collaboration between CI Philippines, the Tubbataha Reefs National Park Management Office, civil society organizations, corporate partners, and the Philippine Government to secure strategic marine and fisheries policies and the success of the Tubbataha nature finance pilot.

RESPONSIBILITIES

In coordination with the Philippines Policy Senior Manager, the Policy Manager shall:

  • Coordinate marine and fisheries-related policy engagement with the Philippine government, such as the DENR and the DA-BFAR
  • Support policy engagement to ensure the success of the nature finance pilot project of Tubbataha Reefs National Park
  • Support the Philippines Policy Senior Manager in general policy work and assigned tasks.
  • Help draft policy papers and correspondence to government partners and civil society partners

In collaboration with the Senior Director for Nature Markets, the Policy Manager shall also:

  • Support development and implementation of the project plan for the Tubbataha Reef Nature Credits Pilot, including routines for communications with all project stakeholders.
  • Handle the day-to-day on-site activities consistent with the approved project plan and stakeholder communications..
  • Assess implementation conditions and apply actions to enhance and improve results.
  • Submit recommendations to improve the implementation of project activities
  • Prepare project reports in accordance with donor requirements.
  • Consistently monitor compliance with agreed project annual targets, and outcomes.
  • Ensure disbursement of funds in accordance with the approved work and financial plan.

WORKING CONDITIONS

  • Typical office environment. May need to work extended hours as needed.
  • Expected travel to project sites and strategic events is expected at most 30% of the time.
  • This position follows a hybrid work structure, working some days from the office and some remotely. Guidance will be shared during the interview process.
  • This role will be a fixed-term assignment, anticipated to begin in October 2025 and end on September 30, 2026.

QUALIFICATIONS

Required

  • Bachelor's Degree in fisheries, marine science, and sustainable development.
  • 4 to 6 years of work experience in policy analysis, policy advocacy, and project management.
  • Excellent technical and analytical skills.
  • Strong written communication skills.
  • Demonstrated multi-stakeholder communication and networking skills with both local governments and national government agencies, civil society organizations, and corporates
  • Demonstrated project management capability.
  • Demonstrated understanding of safeguarding processes.
  • Ability to work well under pressure both individually and as a team, multitask, set priorities, and deliver quality results.
  • Ability to work extended work hours to meet project deadlines.

Preferred

  • Law degree and member of the Philippine Bar.
  • Experience or working knowledge of conservation-related concepts, projects, or programs
