About the role
Job Summary:
The HR Generalist is responsible for managing employee relations and ensuring full compliance with labor laws and government regulations. The role requires experience in handling employee cases, coordinating with government agencies such as the Department of Labor and Employment (DOLE), SSS, PhilHealth, Pag-IBIG, and BIR, and maintaining lawful HR practices aligned with Philippine labor standards. A strong background in government offices or public-sector coordination is preferred to ensure accuracy in compliance and reporting.
Key Responsibilities:
Employee Relations & Case Handling
- Manage employee grievances, disciplinary actions, and administrative cases following due process.
- Conduct investigations and prepare related documents (Notice to Explain, hearing notices, resolutions, etc.).
- Provide advice to management on corrective or disciplinary measures in accordance with labor laws.
- Foster a positive working environment by addressing employee issues promptly and fairly.
Government Liaison & DOLE Compliance
- Act as the primary contact person for government agencies such as DOLE, SSS, PhilHealth, Pag-IBIG, and BIR.
- Represent the company during DOLE inspections, audits, or SEnA (Single Entry Approach) conferences.
Prepare and submit mandatory DOLE reports such as:
Rule 1020 registration (OSH compliance)
- Establishment reports (new hires, terminations, retrenchments)
- Annual medical and accident reports
- Working condition and wage compliance reports
- Monitor and ensure timely renewal and compliance with permits and government registrations.
Policy Implementation & Legal Compliance
- Review and update HR policies to ensure alignment with the Labor Code and other government mandates.
- Provide management and staff with guidance on employment laws, statutory benefits, and compliance procedures.
- Coordinate with legal counsel on administrative and labor-related cases.
- Conduct internal audits to ensure compliance with government and labor regulations.
General HR & Administrative Support
- Maintain updated employee files, including records of disciplinary actions and government contributions.
- Assist in payroll preparation by validating compliance with statutory deductions and remittances.
- Support HR initiatives such as employee engagement, performance management, and training programs.
- Prepare reports and documentation required for management and external audits.
Qualifications:
- Bachelor's degree in Human Resource Management, Psychology, Public Administration, or related field.
- At least 1 years of HR experience with exposure to employee relations and government compliance.
- Preferably with experience working in or coordinating with government offices (e.g., DOLE, LGU, BIR, or SSS).
- Strong knowledge of the Philippine Labor Code, government reporting processes, and HR policies.
- Excellent communication, documentation, and negotiation skills.
- High integrity, professionalism, and attention to detail.
