- In coordination with CIPFI's M&E Manager, provide strategic project-wide leadership for all aspects of monitoring, evaluation, and learning.
- Develop and implement a robust Monitoring, Evaluation, and Learning framework in alignment with project mechanisms.
- Ensure rigorous data collection, collation, and storage, and, after a vetting process, make this data easily accessible to relevant stakeholders
- Responsible for supporting the preparation and review of program reports in collaboration with program staff.
- Design and manage data collection tools, systems, and processes to track project progress and outcomes.
- Regularly collect, analyze, and periodically report on project data to assess indicators, milestones, and impacts.
- Coordinate with project team members, partners, and stakeholders to ensure timely and accurate data collection and reporting.
- Lead efforts to assess the effectiveness and efficiency of project activities, identifying successes and areas for improvement.
- Facilitate project evaluations and assessments to provide insights into project outcomes and impact.
- Work collaboratively with project staff and relevant technical advisors to ensure that knowledge products (e.g., research papers, policy briefs, etc.) incorporate analysis and insights from the project.
- Support knowledge-sharing and learning initiatives within the project and with external stakeholders.
- Collaborate with the project communication team to ensure effective communication of MEL findings and lessons learned.
- Contribute to developing reports, case studies, and presentations for various audiences.
- With supervision from the Project Director, facilitate semi-annual and annual reviews and midterm and end-line project evaluations.
- Stay updated on relevant monitoring, evaluation, and learning best practices and methodologies.
- This position is a full-time role.
- The initial contract will be for one year, with the possibility of an extension based on performance. The TRANSCEND project will be implemented for a period of four years.
- The incumbent will report to the Project Director and will work with the Project Coordinating Team.
- The position will require travel about 50% of the time to the implementing sites and may need to work in remote locations, extended hours, often in difficult travel conditions.
- This position follows a hybrid work structure, working some days from the office and some days remotely. Guidance will be shared during the interview process.
- Expertise: Strong understanding of monitoring and evaluation methodologies, including quantitative, qualitative, and mixed-method research methodologies and data collection techniques. Demonstrable experience in designing, implementing, and operating project M&E systems from start to completion. Familiarity with climate change impacts on the environment and natural resources and familiarity with climate adaptation and mitigation strategies. Experience in designing and implementing MEL frameworks, tools, and systems. Working knowledge of the mechanics of Geographic Information Systems (GIS) software and data analysis tools for spatial analysis and mapping. Proficiency in ecological data analysis using statistical software (e.g., SPSS, R, or similar tools), identifying trends, and making informed recommendations based on scientific evidence. Comprehensive understanding of a "ridge to reef" approach to landscape management, a strong knowledge of terrestrial ecosystems, plant and animal ecology, habitat restoration, conservation strategies, and land management practices. The ability to creatively address challenges during strategy development and implementation. Strong attention to detail, with the ability to manage multiple tasks and deadlines. Excellent communication skills, both written and verbal, with the ability to convey complex information clearly to various audiences.
- Field Experience: 2 to 4 years of experience conducting field surveys, ecological assessments, monitoring, and evaluation, preferably within projects related to biodiversity conservation, climate change adaptation, or sustainable development. Exposure to forest rehabilitation and reforestation will be an advantage.
- Stakeholder Engagement and Cultural Sensitivity: Excellent communication and interpersonal skills and demonstrated ability to collaborate effectively with diverse stakeholders, including local communities, government agencies, NGOs, and private sector partners. Respect for local cultures and understanding how human activities intersect with ecosystem dynamics. Experience with participatory approaches and community engagement is an asset.
- Team Player: Capability to work effectively within a multidisciplinary team of specialists, researchers, and community members.
- Language Skills: Fluency in Filipino and preferably some proficiency in languages commonly spoken in the project areas.
- Bachelor's degree in development studies, environmental science, statistics, natural resource management, forestry, or related fields.
