Position Overview

The HR Officer will oversee all HR functions with a strong focus on managing manpower-heavy operations. The ideal candidate must have experience in the construction, renovation, or similar technical/field-based industries, and be confident in handling installers, site crews, warehouse staff, and field supervisors. This role requires high accountability, strong people management, and the ability to maintain discipline and structure across various operational teams.

Key Responsibilities

1. Recruitment & Workforce Management

  • Source, screen, and hire installers, foremen, site personnel, warehouse staff, and office roles.
  • Maintain manpower pipelines for renovation projects and field operations.
  • Oversee deployment, reassignments, and workforce planning based on project schedules.

2. Installer & Site Crew Handling

  • Lead HR concerns for installers and field teams—attendance, performance issues, disputes, and discipline.
  • Resolve conflicts onsite and ensure installers follow company protocols and standards.
  • Create and enforce rules, guidelines, and expectations specific to construction/renovation work.

3. HR Operations & Compliance

  • Oversee daily HR tasks including timekeeping, contracts, records, and incident reporting.
  • Ensure compliance with PH labor laws, DOLE standards, and safety regulations for construction-type operations.
  • Strengthen policies relating to field operations, installer conduct, and jobsite HR procedures.

4. Training & Performance Monitoring

  • Coordinate skills training, safety orientations, and installer onboarding.
  • Implement performance evaluation systems for field teams and supervisors.
  • Guide project-in-charge staff on leadership, communication, and disciplinary processes.

5. Culture & Organizational Development

  • Uphold a culture of accountability, teamwork, and professional behavior across job sites.
  • Support management in improving structures, workflows, and documentation for manpower-heavy operations.
  • Help build a stable and reliable installer workforce aligned with Blanc's standards.

Qualifications

  • Bachelor's degree in HR, Psychology, Industrial Relations, or related field.
  • At least 4–6 years HR experience, with construction, renovations, engineering, manufacturing, or related technical industries a MUST.
  • Strong experience in handling installers, skilled workers, technicians, or jobsite personnel.
  • Firm but fair leadership style; confident in conflict resolution and discipline handling.
  • Knowledgeable in PH labor laws, occupational safety, and project-based manpower structures.
  • Highly organized, proactive, and comfortable working in a fast-paced operational environment.
