Duties and Responsibilities

  • Cost Estimation and Planning
  • Prepare detailed cost estimates, bills of quantities (BOQs), and tender documents based on project drawings and specifications.
  • Provide cost planning, budget forecasting, and value engineering during the design and construction phases.
  • Monitor project expenditures and recommend cost-saving measures.
  • Procurement and Tendering
  • Manage the tender process, including issuing invitations to bid, analyzing quotations, and evaluating contractor/subcontractor proposals.
  • Contract Administration
  • Administer and manage contracts, ensuring adherence to agreed terms, timelines, and budgets.
  • Evaluate variation orders (VOs), change orders, and claims.
  • Prepare and review progress payments, interim valuations, and final accounts.
  • Project Cost Control
  • Track and manage project costs throughout construction.
  • Conduct financial reporting, cash flow forecasting, and budget reconciliation.
  • Provide advice on potential financial risks and mitigation strategies.
  • Measurement and Valuation
  • Perform on-site measurement of works and prepare quantity take-offs.
  • Validate contractor progress reports and quantities for payment certification.
  • Post-Construction and Final Accounting
  • Prepare final project cost reports and assist with project closeout.
  • Evaluate and settle final accounts with contractors and suppliers.

Qualifications

  • Education:
  • Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
  • Licensed Civil Engineer is preferred (PRC registered).
  • Experience:
  • 5–10 years for senior or managerial roles.
  • Experience in commercial, infrastructure, high-rise.
  • Technical Skills:
  • Proficiency in AutoCAD, MS Excel, MS Project, and cost estimating software (e.g., PlanSwift, Bluebeam)
  • Knowledge of local construction materials, labor costs, and Philippine Building Code.
