How can you make a difference?
The Communication Officer (Digital) provides professional technical, operational, and administrative assistance in the programming process for Advocacy and Communication within the Country Programme from development planning to delivery of results. The Officer is accountable for assisting in planning, monitoring, and evaluating of UNICEF Philippines digital communication across all digital platforms. This will contribute to the progress of the office's advocacy and communication strategy to get children's and women's issues into the public domain, strengthen political will in support of UNICEF's mission, programme, and advocacy in the country, and enhance the organization's credibility and brand.

Under the supervision of the Chief of Advocacy and Communication, the post shall undertake the following tasks:

  • Support the management and development of UNICEF's online presence
  • Manage the Advocacy & Communication Section's Digital Communication team consisting of the Digital Communication Associate, Digital Content Strategy Consultant and working closely with the Communication Officer (Youth Engagement) in developing and implementing UNICEF Philippines' Digital Communication and content strategies in line with the section's brand and advocacy plans and success indicators. This work is guided by latest findings of the 2025 Digital Channels and Public Audience Strategy for Advocacy & Communication.
  • Lead the digital planning in January 2026 as part of a Section planning process. Develop and implement engaging in Q1 and Q2 online content with UNICEF staff, relevant online audiences, networks (especially youth networks) to support their ability to tell stories around key advocacy messages. UNICEF Philippines' online presence, through web and social media content, U-report and other digital platforms are aimed to reach decision makers, increase positive partnerships with key actors and the private sector to influence policies, budgets, practices that leads to positive social change for children.
  • Content development and brand
  • Manage the development of digital content strategies and write and create dynamic content for UNICEF Philippines' digital communication platforms such as official website, social media accounts and online publications. Ensure regular content is tailored to each platform and attuned to UNICEF's target audiences' interests and sentiments. In collaboration with other Communication Officers, develop and implement content plans for key advocacy moments, brand building, and donor visibility as well as fundraising.
  • Provide technical support to UNICEF Philippines' Country Representative to increase the leader's online following and manage an influential online presence
  • Ensure activation of Digital Communication support in emergencies particularly during the 2025 typhoon season, guided by the section's emergency playbook.
  • Digital Influencer engagement
  • Grow and sustain the roster of UNICEF Philippines social media influencers to up to 15 individuals and lead the development of co-creation opportunities to reach and engage their fans and followers, by giving strategic directions and sustained oversight to the influencer management team for advocacy and fundraising. The Digital Communication Officers shall chair the bi-weekly meeting with a digital influencer agency to manage influencer engagement on Christmas fundraising and merchandising outreach in Q4 2025, Q1 (International Day of Education, Safe Internet Month) and Q Gender Empowerment), other Bangsamoro and Climate Advocacy moments.
  • Support the extension of contract of key influencer agency in February and March as per supply and operation guidelines.
  • Together with the UNV Communication Officer for U-Report and Youth Engagement, seek opportunities to meaningfully engage more directly with the country's U-Reporters and young people and ensure their voices and opinions are heard by civil society, decision-makers, key actors, and UNICEF's allies to influence positive social change for every child.
  • Digital Communication Monitoring and Analysis
  • Manage the implementation of Philippine Q3 2025, Q1 and Q2 2026 paid media campaigns, analytics, and reporting to improve growth rate of website users, content engagement and page following on UNICEF Philippines' social media channels. A key activity is the year end reporting exercise from December to January.
  • Together with the Digital Communication Associate, manage governance of UNICEF Philippines' social media channels and ensure timely uploading of multimedia assets on WeShare, UNICEF Philippines' website and social media channels
  • Support the organization and coordination of surveys and other means of evaluating online messaging such as impact on audience, impact of online campaigns, effective framing, agenda setting, etc.
  • Keep track of digital activities of partners (government agencies, CSOs) and other UN agencies to support joint efforts, activities, and projects.
  • Provide other communication and advocacy support as requested by supervisor.

Education

  • University degree in digital communication, or mass Communication, journalism, public relations, digital marketing, humanities, languages, arts, or a related field. Post graduate degree on any of the related fields is an advantage.

Experience
Minimum of ONE (1) year of professional and progressive experience in some or all of the following areas:

  • Team and budget management
  • Social media content strategy and platform management experience
  • Digital campaigning experience on social issues

Skills

  • Excellent writing, editing skills, especially for digital
  • Ability to measure quality/impact of content for future improvement
  • Ability to analyze digital trends specific to the Philippines
  • Ability to spot trends and utilize opportunities to respond quickly to social sentiment.

Desirable

  • Experience working in a global organization (private sector/UN/INGO), especially working on projects of large scale, involving multiple users and groups.
  • Field work experience and background/familiarity with emergency situations.

Languages

  • Fluency in English and Filipino (verbal and written) is required.
