Project Manager

The Opportunity.

We are seeking an experienced and proactive Project Manager to lead the end-to-end implementation of a data lakehouse platform based on Microsoft Fabric for a leading Philippine water utility organization. This platform will integrate enterprise and operational data (e.g., billing, metering, SCADA) into a unified analytics and reporting environment that supports regulatory compliance, business intelligence, and future AI/ML initiatives.

The Project Manager will coordinate across multiple internal teams (IT, data engineering, compliance, business units) and external vendors to ensure timely delivery, budget control, and alignment with regulatory and infrastructure constraints in the utilities sector.

The Role.

• Plan, coordinate, and manage all phases of the Microsoft Fabric data lakehouse implementation project.
• Develop detailed project roadmaps, sprint plans, and risk registers, ensuring tasks and milestones align with business and technical objectives.
• Facilitate collaboration between technical teams (data engineers, architects, governance), business users, and regulatory stakeholders.
• Ensure compliance with local Philippine laws and utility sector regulations, including the Data Privacy Act of 2012, DICT cybersecurity standards, and reporting obligations.
• Manage relationships with Microsoft vendors, system integrators, and third-party service providers involved in the platform build-out.
• Oversee change management, stakeholder communication, and training initiatives for project rollout.
• Track project KPIs and produce regular status reports, executive dashboards, and escalation summaries.
• Monitor and control project scope, cost, timeline, and risks; implement mitigation strategies where needed.
• Ensure integration with systems such as SCADA, billing, GIS, CRM, and asset management platforms.

The Expertise.

Required Qualifications

• Bachelor's degree in Information Systems, Computer Science, Engineering, Business, or related field.
• 10+ years of experience managing data or IT infrastructure projects, preferably in regulated sectors (utilities, government, telecom).
• Proven experience with cloud data platforms (preferably Microsoft Azure, Synapse, or Microsoft Fabric).
• Working knowledge of data platforms, including data lakes, ETL/ELT, Power BI, and data governance workflows.
• Experience coordinating cross-functional teams across IT, data engineering, operations, and compliance.
• Strong familiarity with Philippine data privacy and critical infrastructure regulations (e.g., NPC, DICT).

Preferred Qualifications

• PMP, PRINCE2, or Certified Scrum Master (CSM) certification.
• Familiarity with Microsoft Azure DevOps, Jira, or other project tracking tools.
• Experience leading projects in the utilities, public infrastructure, or government domains.
• Understanding of SCADA, telemetry, IoT, or operational data sources commonly used in water utilities.
• Experience managing hybrid/on-prem/cloud integration projects.
