Key Responsibilities:

A project manager for an HRIS government project needs a strong blend of technical, managerial, and regulatory skills. The primary responsibilities will include:

• Project Planning and Execution: Develop and manage a comprehensive project plan, including scope, schedule, budget, and resource allocation. This involves overseeing the entire HRIS implementation lifecycle, from requirements gathering to system deployment and post-implementation support.
• Stakeholder and Vendor Management: Act as the main point of contact for all project stakeholders, including government agency leadership, department heads, HR representatives, and the vendor or internal development team. Ensure clear and consistent communication, manage expectations, and resolve conflicts.
• Compliance and Documentation: Ensure the project adheres to all relevant Philippine government regulations, civil service rules, and data privacy laws (e.g., Data Privacy Act of Meticulously document all project activities, decisions, and changes for audit purposes and government reporting standards.
• Risk and Change Management: Proactively identify potential risks and develop mitigation strategies. Manage scope changes through a formal change control process, ensuring any modifications are approved and documented.
• Team Leadership: Lead and motivate the project team, which may include business analysts, developers, and QA testers. Provide guidance, remove roadblocks, and foster a collaborative environment to meet project objectives.
• System Integration: Oversee the integration of the new HRIS with existing government systems, such as payroll, finance, and other departmental databases. Ensure data integrity and seamless interoperability.

Qualifications:

To succeed in this role, a candidate should possess the following qualifications:

• Experience: Proven experience (e.g., 5-7 years) in project management, with a strong background in IT projects. Direct experience with HRIS (Human Resources Information System) implementation or managing projects within the Philippine government sector is highly desirable.
• Certifications: A Project Management Professional (PMP) or similar certification is preferred but not required.
• Knowledge: In-depth knowledge of project management methodologies (e.g., Agile, Waterfall) and HR business processes. A solid understanding of the Philippine government's organizational structure, procurement process, and data privacy regulations is crucial.
• Technical Skills: Familiarity with HRIS platforms, database management, and system integration concepts.
• Soft Skills: Exceptional communication, leadership, and problem-solving skills. The ability to navigate complex organizational structures and build strong relationships with diverse stakeholders is a must.

Job Types: Fixed term, Temporary

Contract length: 4 months

Pay: From Php35,000.00 per month
