JOB SUMMARY:

The Project Engineer is responsible for overseeing and coordinating the technical aspects of energy development projects, ensuring successful planning, design, procurement, construction, and compliance with legal and regulatory standards. The role involves collaborating with various teams, stakeholders, contractors, and regulatory bodies to deliver high-quality energy projects on time, within budget, and in compliance with local and international standards.

KEY RESPONSIBILITIES:

Project Management

  • Project Management & Coordination – Support the planning and execution of project schedules, budgets, resources, and milestones. Ensure alignment with approved timelines, scope, and targets.
  • Risk & Budget Monitoring – Help identify risks and track budgets to maintain cost control and ensure efficient resource use.
  • Documentation & Reporting – Maintain updated project records and prepare timely reports for management and stakeholders.
  • Stakeholder Coordination – Coordinate with internal teams and external partners to ensure clear communication and goal alignment.

Legal and Compliance

  • Regulatory Compliance – Support compliance with national and local laws, including environmental, safety, and energy regulations. Coordinate permits, licenses, and contract documentation with legal and permitting teams.
  • Compliance Monitoring – Assist in conducting checks and internal audits. Help address compliance gaps and ensure timely corrective actions.
  • Documentation Support – Maintain organized records of all regulatory documents and provide support during audits, inspections, and related inquiries.

Commercial Management

  • Stakeholder Coordination – Engage with government agencies, LGUs, host communities, and other stakeholders to support project execution and maintain strong relationships.
  • Regulatory Permits – Assist in securing permits and approvals from agencies like DOE and EMB. Ensure timely submission of complete and accurate requirements.
  • Contract Support – Support contract discussions and coordination with contractors and suppliers. Ensure alignment with project timelines and resolve any issues as needed.

Technology Solution, Planning and Design

  • Engineering Collaboration – Work with engineering and design teams to support system layouts, drawings, and specs that meet project goals and cost-efficiency.
  • Technology Assessment – Assist in evaluating and integrating technologies that align with performance, sustainability, and technical standards.
  • Performance Monitoring – Monitor system performance, identify issues, and recommend improvements to maintain efficiency and design compliance.

Procurement and Contracting

  • Procurement Support – Assist in sourcing materials and services, ensuring alignment with project specs and budget limits.
  • Contract & Supplier Management – Help manage supplier contracts and track performance to ensure compliance with technical and contractual terms.
  • Procurement Planning – Support procurement planning and evaluations to optimize sourcing decisions and supplier selection.

Construction Management

  • Construction Oversight – Coordinate with contractors and site teams to ensure construction aligns with project schedule, design, and scope.
  • Progress & Issue Management – Monitor construction progress, resolve site issues, and address delays in coordination with stakeholders.
  • Site Inspections & Safety – Conduct regular inspections to ensure safety, quality, and regulatory compliance. Support corrective measures as needed.
  • Quality & Timely Delivery- Ensure construction milestones are met with quality standards, working closely with contractors to overcome site challenges.

Regulatory and Stakeholder Management

  • Stakeholder Engagement – Coordinate with local government units (LGUs), regulatory agencies (e.g., DOE, DENR), host communities, and other external stakeholders to ensure project activities are aligned with stakeholder expectations, legal requirements, and social acceptability.
  • Communication and Consultation – Organize and facilitate stakeholder meetings, consultations, and site visits. Ensure consistent and transparent communication to build and maintain strong relationships throughout the project lifecycle.
  • Issue Management – Proactively identify stakeholder concerns, coordinate with relevant internal teams for resolution, and escalate critical issues to management when necessary to avoid delays or conflicts.
  • Documentation and Reporting – Maintain a centralized, up-to-date record of all stakeholder engagements, permits, agreements, and correspondence. Prepare and submit regular stakeholder-related updates and compliance reports to management.

QUALIFICATIONS:

  • Bachelor's degree in Engineering (Civil, Electrical, Mechanical, or related field).
  • A valid professional license is required
  • Minimum of 2-5 years of experience in engineering or project coordination within the energy sector, preferably in renewable energy or infrastructure development.
  • Familiarity with Philippine energy market and related industry regulations, compliance requirements, and stakeholder management.
  • Familiarity with renewable energy technologies (solar, wind, hydro, etc.) is a plus.
  • Proficiency in Microsoft Office Suite (e.g., Microsoft Excel/ PowerPoint/ Word) and project management software. (e.g., MS Project, Primavera, etc.).
  • Flexibility & Travel – Willing to work under pressure, extend hours, and travel for field assignments. Regularly required to visit project sites or locations for on-the-ground coordination and oversight.
