
Project Development Manager

Summary:
Drive end-to-end delivery of residential/commercial projects—from approved concept and feasibility through permitting, design coordination, procurement support, sales readiness, and turnover—hitting schedule, budget, quality, and compliance targets.
Responsibilities:
- Build and maintain the project feasibility (NPV/IRR, phasing, absorption, S-curves) and recommend value-engineering options.
- Own the permit matrix & approvals: LC/Zoning, DENR ECC, Building/Fire, DHSUD LTS & Ad Permits, to Occupancy; track expiries and conditions.
- Coordinate design development with Architects/CE/MEPFS; manage RFIs, submittals, and design change logs.
- Develop and manage the master schedule (CPM) and stage-gate checklist; surface risks and mitigation plans early.
- Support procurement: scope packages, bid docs, bid tabulation, award recommendations; administer change orders with QS/PM.
- Align sales readiness (product mix, pricing bands, inventory releases, model units) with permit status and marketing timelines.
- Interface with LGUs/line agencies and utilities (power, water, telco, road access); clear ROW/easement issues with Legal.
- Monitor cost vs. baseline, contingencies, and cash flow; report CPI/SPI and variance drivers.
- Enforce EHS/quality standards and turnover criteria; drive punch-list closure.
- Prepare executive updates/IC packs and run weekly RACI reviews across functions
Qualifications:
- Experience: 5–8 years (Senior Officer) in project development or project management within real estate (subdivision, mid-rise, mixed-use, retail fit-out).
-Demonstrated wins: on-time permit issuance, at least one phase delivered within ±5–10% of budget baseline, documented VE savings ≥2–5%.
-Hands-on with tendering/awards, change-order admin, and turnover/defects process.
-Advantage: exposure to Pag-IBIG/HDMF take-outs or green standards (EDGE/LEED), and basic BIM coordination.
Education: Degree in Civil Engineering, Architecture, Urban/Regional Planning, or Construction Management (Industrial Eng/Business with strong project-finance exposure acceptable).
